Head of Portfolio Blood Supply***
Job Summary -


As Head of Portfolio you will be responsible for the definition, approval and delivery of the investment and transformation portfolio and programmes for a nominated directorate.

Working closely with the Senior Management Team, you will gather requirements and provide effective tools to plan the portfolio across the directorate.


You will also work closely with other programme and portfolio managers, planning leads across the organisation, to ensure alignment on assumptions of cross-directorate resourcing and interdependencies for delivery within agreed time, cost and quality to agreed standards and within risk limits.

You will plan, scope, and report on progress, and undertake regular portfolio health checks. This will include working with programme teams to build robust business cases and implementation plans.


You will provide oversight and set-up of new programmes and projects, and manage teams of project and programme staff, ensuring that they are highly trained and motivated, operate to the highest professional standards and comply with all relevant internal and external standards, regulations and instructions, including Quality Assurance, HMRC, GMP, building regulations and Office for Government Commerce.

You will be accountable for planning, structuring and the execution of related NHSBT projects and programmes from inception through to completion in their nominated directorate


Main duties of the job -

  • Developing or initiating business cases to secure funding for new projects and programme related activities within the portfolio;
  • Managing internal and external resources, suppliers and consultants to ensure that the programme and project deliverables are directly linked to the achievement of strategic initiatives for the directorate;
  • Providing assurance of delivery across the portfolio, working closely with internal assurance processes. To include producing, maintaining and ensuring delivery of the directorate portfolio documentation programme and project plans to ensure directorate delivery of the NHSBT Strategic Plan;
  • Building and maintaining effective stakeholder relationships at all levels up to and including NHS Blood and Transplant's Executive Team and Board, external bodies and suppliers;
  • Managing a team of project management staff, including contractors and consultants, ensuring that it operates to the highest professional standards and complies with all relevant internal and external standards;
  • Designing, developing and operating the portfolio reporting systems;
  • Managing and developing the strategic partnerships with directorate teams and external suppliers;
  • Managing the portfolio budget and associated staff costs as well as monitoring and controlling expenditures and costs against forecast for each project and as a whole across the portfolio;
  • Developing and maintaining the overall NHSBT change programme, including the provision of information to inform programme development, prioritisation and reporting;
  • Implementing NHSBT Portfolio, Programme and Project Management Methodology to deliver agreed business requirements;
  • Managing programme and project risks and devising appropriate risk management strategies;and
  • Ensuring delivery of identified projects within time and budget constraints in line with NHSBT policies and processes.

About You -

Experience and Knowledge

  • Extensive experience of management of strategic business programmes through the formal project life cycle from inception to completion, including benefits realisation
  • Significant leadership and management experience, including remote line management of staff and external suppliers and contractors
  • Proven experience in monitoring risks and issues across large complex programmes and portfolios.
  • Extensive experience of creating outline and detailed business cases and programme / project briefs for communication at Board / Executive level.
  • Practical experience of undertaking post implementation review and preparing project closure reports
  • Knowledge and experience of managing project and programme budgets, contributing to financial budget setting and efficiency initiatives.
  • Significant leadership and management experience, including remote line management of staff and external suppliers and contractors
  • Proven experience in monitoring risks and issues across large complex programmes and portfolios.
  • Extensive experience of creating outline and detailed business cases and programme / project briefs for communication at Board / Executive level.
  • Practical experience of undertaking post implementation review and preparing project closure reports
