Spencer Clarke Group are working alongside a local authority based in
Tower Hamlets to appoint a talented
Category Manager (Construction & FM) on a contract basis.


As a
Category Manager (Construction & FM) , you will provide a professional procurement services for the strategic procurement of a range of goods, services and works, which meet the needs of the Council and progressively achieve cost savingsand other targeted benefits.

To work closely with stakeholders to control expenditure through the adoption of a Category Management approach to procurement. To deliver category specific support to the Category Manager in meeting the objectives and targetsidentified in the Category Plan. To use the Council's category management processes and procedures. To represent the Council in the supply market and through knowledge gained there, directly influence all third party expenditure in the allocated categoriesby creatively planning and implementing procurement projects that meet customer needs

To maximise the use of supply contracts that have been let by actively marketing them within the Council.

Ensure all sourcing and contract management activity is undertaken in accordance with the Council's Contract Standing Orders and UK & EU procurementlegislation.

**About the role: - To support the Category Manager in developing and delivering the Category Plan, which enables service areas to obtain VFM in identified procurement activity and to ensure that required outcomes are delivered.

  • Under the direction of the Category Manager:
  • Undertake market research
  • Analyse spend and contract data
  • Develop sourcing plans
  • Undertake benchmarking and soft market testing
  • Have ownership of a number of subcategories
  • Develop subcategory plans to support the Category Plan and Prepare business cases
  • Support the delivery of savings and benefits detailed in the Category Plan
  • To use appropriate best practice category management techniques to ensure that procurement initiatives have the best possible opportunity of achieving or exceeding the benefits forecasted in the Category Plan.
  • To drive forward innovations and improvements in the subcategories in order to deliver the Council's vision of excellence in procurement, including the achievement of cost savings target.
  • To attend regular 121's with the Category Manager to review progress against agreed milestones and identify any current or anticipated issues that threaten the success of the milestones.
  • To document category activity undertaken using agreed templates.
  • To undertake tendering exercises for low to medium value/risk contracts, including specification design, managing tender submissions, tender evaluation and tender award.
  • To ensure use of appropriate KPIs are incorporated into new contracts to improve contractor performance and relations to deliver ongoing benefits.
  • Represent the Category Manager on various category specific procurement workgroups
  • To support the enforcement of Councilwide compliance to internal procurement processes and standards and external regulations.
  • To raise the awareness of best practice procurement techniques across the Council.
  • To promote the use of appropriate eSourcing tools including eAuction, eTendering, eCatalogue and Dynamic Purchasing System.
  • To engage with stakeholders across the Council in order to ensure achievement of desired service outcomes through procurement.
  • Work closely with stakeholders across the Council to support and challenge their procurement operations, and to demonstrate the benefits of effective procurement.
  • To continually develop and maintain procurement skills and category knowledge to undertake the role.
  • To develop and use personal authority and persuasion skills to become an acknowledged procurement expert in the allocated subcategories.
  • To support the Council's tollgate process, working with stakeholders, to guide them through the process, and to help them in achieving successful project outcomes.
  • To provide appropriate procurement support, coaching and good practice guidance to stakeholders in delivery of procurement projects.
  • To assertively challenge established procurement practices in allocated subcategories, driving change whilst maintaining excellent working relationships with internal stakeholders at all levels.
  • To provide accurate and timely management information, including ensuring compliance with relevant procedures for governance, risk and control, and assuring the quality of all required information in accordance with the agreed procurement processes andpractices.
  • To deal with complex procurement issues, including forecasting, planning, reporting, resolution of disputes and legal challenges, etc.
  • To proactively work to ensure that sustainability, access, equality and social inclusion are included throughout all procurement activity.
  • To develop relationships with strategic external suppliers and partners, during pre and post procurement processes
**About you: - Well-developed recognised category knowledge, with a clear understanding of current market conditions and trends, and the ability to secure best value for money from the category.

  • Knowledge of public sector procurement, with an excellent understanding of how public sector organisations work, and an awareness of public policy and delivery in political environments.
  • Welldeveloped knowledge of procurement practices and techniques, including modern and innovative procurement methods.
