We're the Transport Team at the City of York Council and we work alongside our residents, businesses, and academic providers to develop and improve the transport systems in and around our award-winning city.

As the Local Highway Authority, we have responsibility for providing and operating key transport infrastructure.

We're looking for a Project Assurance Officer to join our Project Management Office (PMO) function.

Whilst a background in Transport is beneficial, this role is focussed on the discipline of project governance and assurance, steering projects through corporate governance and assurance protocols from project inception through to post-construction and project closure, ensuring all schemes pass through defined stage gate processes and approvals.


As such, day to day activities will involve working closely with the PMO manager and project teams to identify and mitigate risks, monitor project progress, and uphold project quality standards, ensuring effective governance in line with the corporate project management methodology.


We are looking for a detail-oriented individual with a strong understanding of project management principles (PMP, Prince 2) and proven experience in project assurance methods.

In this role, you will be responsible for ensuring the successful delivery of projects by providing assurance on project governance, risk management, and quality.

Beneficial background knowledge and experience

  • Prior experience in project assurance or a related role and an ability to demonstrate the knowledge and skills needed to effectively assess and improve project performance.
  • Strong analytical skills and attention to detail along with the ability to identify trends, make informed decisions, identify areas for improvement, and recommend corrective actions.
  • Strong communication and interpersonal skills are essential for effective collaboration with project teams, stakeholders, and senior management. You should be able to communicate project status, risks, and issues clearly and concisely.
  • A good understanding of risk management principles and practices. This includes identifying, assessing, and mitigating risks to prevent project delays or failures.
  • You should be familiar with relevant laws and regulations that may impact project delivery, with a good understanding and adherence to project governance frameworks, policies, and regulations, to ensure project compliance.


This is an exciting time to be joining the Transport PMO function as we progress through a period of transformation with the aim of providing best in class processes, governance and assurance to bring greater control and transparency to the projects we deliver.

You will play a key part in contributing to best practice working groups and supporting our colleagues in the Transport Team to ensure that their projects follow the full project delivery lifecycle and adhere to the checks and controls at each stage gate and its associated documented evidence.

Role responsibilities (examples, but not limited to)

  • You will be a key contributor to training materials, PMO guides and continuous improvement opportunities.
  • Support the PMO Manager in developing and implementing project assurance strategies.
  • Setting up and monitoring the effectiveness and use of agreed Quality and Management standards to track project progress and conduct quality reviews.
  • Support the PMO in preparing key management insights to service delivery leads and the head of Highways and Transport at CYC.
  • Update and maintain Stage gate scorecards at project/programme level.
  • Monitor project performance metrics and report on the health of the Transport Capital Programme.
  • Circulation of steering group papers and subsequent submission to Transport Board.
  • Upkeep of action/decision log for the Transport Capital Programme
  • Collaborate with project managers to enhance project delivery processes and identify and escalate project risks and issues.
