The post holder will focus on: providing advice on available support (including funding and grants) to assist with the implementation of resource efficiency measures, identifying and recommending appropriate energy and water saving interventions, and supplying and fitting low-cost easy-retrofit resource efficiency (LCERRE) measures (such as LED lightbulbs and reflective radiator panels) during visits to domestic properties to support the sustainable use of resources (including reducing energy and water consumption) and help mitigate fuel poverty.

About us:

The Council's Climate Change and Air Quality Strategy was adopted in 2021 and the Energy and Climate Change Team is tasked with helping fulfill the commitments set out in this document.

A report detailing the progress made against the commitments of the strategy has recently been produced and is available online.

Now in its third year, Buckinghamshire Council brings together the best of the previous five councils to create positive change for local people, communities, and businesses.

We are firmly focused on the future and have made a clear commitment to serve residents better and to provide stronger representation for Buckinghamshire, both locally and nationally.

About the role:

A new Domestic Resource Efficiency Service was launched by the Council in March 2023 and is part of the Energy and Climate Change Team.

It's funded by the UK government through the UK Shared Prosperity Fund (UKSPF) and helps reduce

residents' resource consumption and costs, and emissions of greenhouse gases and other air pollutants from domestic properties in Buckinghamshire.

The purpose of this role is to is to progress the adoption/implementation of resource (e.g.

energy and water) efficiency measures in domestic premises in Buckinghamshire, which includes:

- working with internal and external stakeholders to optimise and monitor the provision of domestic resource efficiency grants and other support to residents in the area (e.g. Sustainable Warmth);
- planning and carrying out short assessments at domestic premises to identify appropriate resource efficiency interventions and make recommendations to residents;
- provide and fit low-cost easy-retrofit resource efficiency (LCERRE) measures (such as LED lightbulbs and reflective radiator panels) to support the sustainable use of resources (including reducing energy and water consumption) and help mitigate fuel poverty; and
- collate, process and analyse information in relation to the management of energy and water in domestic premises, and prepare and present reports for internal or external use (as required).

This is an excellent opportunity for those interested in combatting fuel poverty and climate change to join an innovative and dynamic Team at the Council.

You will be helping establish a new service involving the supply and installation of low-cost easy-retrofit resource efficiency (LCERRE) measures that will help reduce residents' energy costs and carbon emissions, at a time when energy prices have risen to unprecedented levels.

The main duties of a Domestic Resource Efficiency Officer include:

  • Working with internal and external stakeholders to optimise and monitor the provision of domestic resource efficiency grants and other support to residents in the area.
  • Engaging residents, and planning and carrying out short assessments at domestic premises (in line with established processes), to determine the need for specific lowcost easyretrofit resource efficiency (LCERRE) measures (such as LED lightbulbs and reflective radiator panels) in domestic properties, and most appropriate advice regarding available support (including funding and grants); and recommend appropriate interventions (e.g. behaviour changes) to support the sustainable use of resources (including reducing energy and water consumption).
  • Providing and fitting lowcost easyretrofit resource efficiency measures during visits to domestic properties to support the sustainable use of resources (including reducing energy and water consumption) and help mitigate fuel poverty.
  • Scheduling visits to domestic premises, collecting materials, and completing postvisit reports.
