The Role
The UK CAA is a highly regarded regulator with far-reaching influence. We participate in developing international aviation safety standards and policies aimed at driving safety improvements globally.

Our mission is to continue to spearhead regulatory change at a national level and to use the experience gained to advance global aviation safety.


The CAA is looking for a licensed Pilot, with a commercial background, or Flight Safety professional to take on the role of Policy Specialist.

Your main tasks will be to work collaboratively across the CAA to develop proportionate and pragmatic regulations, associated policy and guidance material for use by internal and external stakeholders.

You will also manage the rulemaking programme for the flight ops business unit.


Internally, you will work with other departments across the CAA including the International Group, Innovation, Medical, Air Traffic Management and Aerodromes (AAA), Airworthiness, the Shared Service Centre.

Flight Operations Policy, and the rest of Flight Operations etc. You will also be expected to work closely with the Office of the General Counsel.


External stakeholders include the AAIB, ICAO, the DfT, Operators, Maritime and Coastguard Agency, Department for Business, Energy and Industrial Strategy, the MOD via the Military Aviation Authority, and many others.


About You

  • Previous experience as a regulator and/or policy maker is highly desirable
  • Hold, or have held, a CPL or ATPL, sufficient flight safety experience would also be considered (these licenses do not have to be current)
  • Should have indepth knowledge of relevant UK, European and global civil aviation legislation (e.g. ANO, ICAO, EASA Regulations) related to Personnel Licensing
  • As a global influencer, this role requires exceptional interpersonal skills and the ability to communicate in clear and concise terms at all levels both internally and externally. Building strong relationships is a critical part of the role
  • A selfstarter capable of working autonomously, you will be able to work using your own initiative whilst also contributing as a crucial part of a small team
  • A high degree of literacy is required and a keen eye for detail is essential with the ability to analyse and evaluate large volumes of information
  • Excellent prioritisation skills are key as well as the ability to manage others' expectations
  • As part of the UK's aviation rulemaking specialist team, it is essential to take into consideration the potential benefits and impacts of proposed new regulations on the aviation community as a whole and to work across the organisation, with external organisations and stakeholders to develop appropriate and proportionate riskbased regulation
  • An interest in new technology and innovation in the field of aviation would be of benefit
  • A creative approach and a willingness to continue to learn is a key skill
  • Project management, IT and presentation skills would be an asset
  • A flexible cando approach is required whilst also understanding when to stand firm

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
