An excising opportunity has arisen for a Part-time Waiting List Team Leader within Specialist Surgery.


To be responsible for ensuring that robust systems are in place to achieve delivery of the Directorate and individual service patient access targets.


This will include supporting the Theatre Planning Assistant Service Manager who in conjunction with the Deputy Operational Services Manager are responsible the management of Referral to Treatment (RTT) & Cancer Access standards across assigned services.


The post holder will take responsibility for the management of the Waiting List administration teams and Inpatient PTL across the Directorate.


The Waiting List Team Leader will work within the clinical services ensuring appropriate prioritisation and then chronological booking is consistent for all inpatient elective procedures within the Directorate.


  • To provide assurance to the Trust regarding the management of Specialties outpatient referral to treatment (RTT) pathways to meet all relevant local and national targets.
  • To be responsible for ensuring that systems are in place to achieve delivery of the Directorate's patient access targets via the implementation of new processes and procedures and updating the Theatre Planning Assistant Service Manager/Deputy Operational Service Manager on at least a weekly basis.
  • The post holder is responsible for the practical management of Inpatient waiting lists, working closely within the Directorate to ensure waiting list improvements and national targets are achieved.
  • To present highly complex statistical information to staff to assist with ongoing service improvement.
  • The post holder is responsible for supporting the Theatre Planning Assistant Service Manager and Deputy Operational Service Manager within the Directorate in the achievement of all elective access targets.
  • The post holder will be responsible for training all staff in the rules and guidance for RTT delivery under the direction of the Theatre Planning Assistant Service Manager
  • The post holder will provide support and line management to the Waiting List administration teams ensuring optimum utilisation of inpatient theatre capacity.

Specialist Surgery is one of the Directorates that makes up NOTSSCaN Division within Oxford University Hospitals NHS Foundation Trust Specialist Surgery covers Ear Nose and Throat, Plastic Surgery, Oral and Maxillofacial Surgery, Vascular Surgery and Head an& Neck Unit.

  • Take responsibility for ensuring the Trust meets all national and local access targets for Inpatient services.
  • Inform the Theatre Planning Assistant Service Manager of any probable breaches and agree further plans to eliminate these.
  • Develop access plans for any patient at risk of breach, and ensure plans are communicated to and agreed with all relevant staff.
  • Ensure that patients are booked in accordance of clinical priority and length of wait.
  • To support the Directorate teams to ensure that high standards of administration and data quality are achieved at all times, and any training needs highlighted.
  • To be responsible for the daytoday management of all waiting lists across the Directorate, ensuring best practice (PTL Management) is applied in line with national recommendations.
  • To be responsible for auditing the Inpatient waiting list in line with the Trust Elective Access Policy.
  • To be responsible for ensuring regular routine validation occurs in accordance with best practice to ensure the Inpatient waiting list is 'clean' at all times.
  • Participate in the assessment of capacity and demand within the Trust, identifying any imbalance within the system and agreeing action plans for resolution.
  • Develop further plans and ideas for meeting patient access targets.
  • To be familiar with HR policies and procedures within the Trust and to ensure that good practice in recruitment, appraisal, performance management and other policies are maintained.
  • To provide expert analysis by using a variety of appropriate query tools (e.g. Access, Excel) for monitoring and forecasting purposes ensuring information is accurate and up to date, including investigation and resolution of data queries and problems.
  • To lead on specified areas of the performance & reporting agenda to provide operational and management reports. This will involve working closely with colleagues within that area and the wider team.
