If so then the Digital Connectivity Division is recruiting for a Senior Portfolio Management Officer.
As a Senior Portfolio Management Officer, you will be responsible for leading the provision of a broad range of high quality PPM support and functions across a range of areas such as: Governance; Risk and Issue Management; Change Control; Planning; Reporting; Assurance; Finance; Benefits Management and Continuous Improvement activities.
Building trusted and credible relationships with critical stakeholders across the Division and its Programmes is a key part of this role, as well as leading best practice and consistency across the portfolio.
You will play a key supporting role in the delivery of high profile digital infrastructure programmes and initiatives within the Division, including the Reaching 100% (R100) broadband programme.
The Scottish Government's investment to enhance Scotland's digital infrastructure is central to our response to the COVID-19 pandemic and underpins the transition to net zero emissions and environmental sustainability.

Job description:
- The role of Senior Portfolio Management Officer covers a diverse range of activities which support the delivery of the Digital Connectivity Portfolio's objectives. Primarily you will provide expertise, insight, information and support that strengthens governance, monitors and controls across the portfolio.
- You will work closely with Portfolio Management Office leads, Head of Delivery and Programme teams to shape and drive consistency of standards as well as collecting information to convert into informed insights to report at Portfolio level.
- Reporting to a C1 Portfolio Management Office Manager you will be required to lead work across the following areas:
- Governance & Reporting: Coordinate reporting from Projects and Programmes for a range of Governance meetings and provide an analysis of performance.
- Risk and
Issue Management:
Support the identification and monitoring of Portfolio risk as well as driving consistency and quality at programme level.
- Planning and Scheduling: Support the maintenance of portfolio delivery mapping techniques to monitor milestones, progress and dependencies.
- Benefits Management: Support with tracking benefits across the Portfolio.
- Working with others: Build strong effective and credible working relationships across the portfolio and wider Scottish Government to aid delivery, including leadership of B2/B1/A4 Portfolio Management Office team colleagues.
- You will also more generally be required to support a range of activities in the Portfolio Management Office team to enhance delivery capabilities.
Person specification:
Essential Criteria
- Proven and demonstrable track record in providing quality PPM functions to support delivery, including setting priorities for yourself and others, within a formal project or programme environment.
- Excellent written and verbal communication skills to deliver quality work and build strong effective relationships with stakeholders in a fast-paced environment.
- Ability to collate, organise, analyse and use information to deliver services and improvements which support robust decision making.
- Experience of developing and maintaining PPM artefacts for large, complex business and/or technical projects using recognised project management methodologies such as Agile and Prince 2 to aide overall delivery.
