Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our Ministry of Defence commercial team delivering departmental objectives.


Job description:


The Training Management Group is the construct to enable collaborative working between the Royal Navy and the Selborne Contractor and day-to-day management of the training service.

It provides a forum for decision-making and the mechanism to agree change, tasks and service improvement / modernization priorities.

The Authority's role within the TMG is to oversee, assure, consult, inform and influence, not to determine the way the Contractor delivers its services.


The Authority provides suitably resourced and empowered technical, commercial and finance functions necessary to manage the contract, enable the agile and responsive management of change, and support the timely resolution of emergent risks and issues.


The main duties of the TMG Commercial Lead include providing support to the TMG Commandant on the delivery of all commercial aspects of the Selborne contract.

The Commercial Lead will be functionally responsible to the Selborne Head of Commercial.


Person specification:


The main responsibilities are likely to include:
Support the the Commandant by providing management oversight of the commercial aspects of the £1.2 billion Selborne contract.

  • Act as one of the primary commercial interfaces between Authority and Contractor.
  • Provide commercial advice to the Training Management Group and Commandant in accordance with MOD and EU Procurement Principles.
  • Lead or participate in Contract Management or project meetings, and oversee the negotiation of contractual changes.
  • Undertake commercial assurance tasks, and oversee risk mitigation initiatives.
  • Line manage the 4 Commercial Managers responsible for the daytoday management of the commercial aspects of the Selborne contract.
  • Line manage the Contract Designated Officer (CDO).
  • Oversee the functions of the TMG commercial structure.

Manages Complexity: The ability to oversee the procurement and contract management of a wide range of goods and services involving multiple stakeholders, effectively overseeing processes with multiple moving parts.

Builds Relationships: Proven ability in identifying and influencing key stakeholders, being able to work effectively with key suppliers including Capita.

Coaching Manager: The ability to lead teams, to embed a culture of continuous improvement which leads to increased commercial capabilities of the overall team.

Contract and Supply Management: Effective contract & supplier management skills, the ability to improve supplier performance through effective partnering.
