The DCC is seeking a highly skilled and experienced Head of Business Insights to join our talented and dynamic team supporting a significant portfolio of change.

Business Insights is a newly created capability within Planning, Process & Insights to sit alongside Enterprise Planning and Process Improvement at the heart of the DCC.

This is a key leadership role that is critical to the successful delivery of DCC's strategy.


You will work closely with DCC Senior Leadership, programme teams and functions including Operations, Commercial, Finance and Technology as well as external service providers and governing bodies.


Business Insights will ensure DCCs data is accurate, complete and accessible to underpin reporting and insight generation in order to drive improvement action.

This will require the development and implementation of robust data management processes across DCC systems, including consistent definitions and structures to allow aggregation in One Data and reporting through Power BI.

The team will also lead processes to capture lessons and analyse performance to drive continuous improvement across DCC to increase efficiency and value for money for our customers.


As this is a new capability, this is an exciting opportunity to build and develop the team, as well as being responsible for their day to day management.


What you'll be doing:


  • Build, resource, develop and lead the Business Insights team and capability.
  • Develop and maintain processes and systems to govern DCC's enterprise data across multiple systems in order to hold and access the single version of master data with consistent definitions and clear ownership.
  • Develop controls over data structures, hierarchies, quality and to govern changes / updates. Ensure compliance with the relevant data regulations.
  • Work with Enterprise IT (EIT) to ensure data can be aggregated by unique IDs into single database (One Data) and validated to ensure completeness and accuracy.
  • Lead the development and maintenance of reporting tools (Power BI), supported by external resource and automate processes for report generation and validation.
  • Lead the analysis of data and reports to understand drivers of performance, understand the root cause of painpoints, and develop recommendations for improvements and communicate these to Leadership. Implement processes to measure the value of interventions.
  • Ensure PIRs & benefits tracking are conducted and actions implemented.
  • Working across the Planning, Process & Insights function, ensure interfaces between Business Insights processes and other DCC processes work efficiently and effectively.
  • Drive cultural change across DCC around planning, performance and Continuous Improvement, including the maintenance of a robust lessons learned process.
  • Maintain an in depth understanding of DCC programmes.
  • Manage a complex stakeholder landscape to ensure a consistent understanding of programme planning and performance and associated risks across SEC, BEIS, Ofgem and internal stakeholders.
  • As a member of the Planning, Process & Insights leadership team, actively contribute to effective leadership, development and engagement across the wider team.

  • Significant experienced in leading, managing and growing a team capability and its people.
  • A recognised leader of people with the ability to influence, shape and drive improvement initiatives.
  • Experience of leading complex datadriven change, to drive a single source of the truth through an organisation's systems and reporting.
  • Excellent relationship development and management skills with the confidence to effectively challenge others where appropriate.
  • Effective communication with an ability to rapidly interpret complex technical information and provide clear, concise insight and reporting that drives effective leadership decision making.
  • Ability to manage a complex set of stakeholder interactions, both internal and external, and resolving conflicting priorities.
  • Attention to detail and an analytical ability to help propose solutions to problems and appropriately prioritise activities.
  • Strong initiative and drive, selfmotivated with an aptitude to work well under pressure and with low supervision.
  • Demonstrate a strong commitment to DCC's values and behaviours, roll modelling these at all times.
  • Batchelor's Degree qualification.
