The Strategy and Engagement Team plays a critical role at the centre of the Council, driving forward our strategic priorities through development of evidence-based policies which draw on cutting edge innovation and from piloting new approaches.


The post holder can expect to be working on high profile, cross-cutting programmes which aim to tackle complex social challenges such as eliminating poverty by working in collaborative and dynamic ways with colleagues across the council.

They will be expected to bring energy, creativity and passion for co-producing solutions with communities and stakeholders.

We are looking for the ability to research, produce high quality reports and articulate new approaches to solving problems in compelling ways will be key.


Challenging inequality is at the heart of everything we do as a team and so the Policy Coordinator will also need to provide expert advice to the organisation on equality, diversity and inclusion and in particular, they will have an eye for detail in relation to Equality Impact Assessments and other equalities documentation.


They will also be expected to provide advice to council services around strategy, engagement and inclusive participation and make sure we are always considering residents in accessible ways in our decision making.

The ability to build strong relationships with internal and external partners and stakeholders, including elected members, to promote and gain buy in for the Strategy and Engagement team's work will be expected.

The Policy Coordinator will be part of the Strategy and Engagement team and will use their robust understanding of public policy and appetite for change to facilitate strategic thinking across the Council, identifying emerging policy developments and spotting opportunities to test new ways of working.

The Policy Coordinator will be a key facilitator in ensuring policy ideas from across the council are developed collaboratively including ensuring alignment between the Chief Executive's Office, the Leadership Office and the Strategy and Engagement team.

Thursday 1st June 202- To support the Strategy and Engagement team to develop impactful, innovative and evidence based policy

  • To support on the development of new policies including the development of a new strategic plan that articulates clear vision, priorities and actions for the Council over the coming years
  • To support the translation of ideas from the Leadership Office, Chief Executive's office and the Strategy and Engagement team into actionable policy/ strategy
  • To draft and deliver robust policy and strategy papers, briefings and presentations for a variety of internal and external stakeholders, including senior and elected members, shaped by learning and horizon scanning from elsewhere
  • Work with relevant colleagues to develop innovative resident engagement initiatives, ensuring residents' views are reflected in policymaking
  • Work with colleagues across the Strategy, Innovation and Service Design team to identify opportunities to test new ideas and learn from them
  • To facilitate a cross Council policy exchange forum and/or other mechanisms to disseminate policy ideas and learning across departments
  • To ensure services understand the importance of equalities in decision making and complete Equality Impact Assessments
  • To provide expert advice to services around consultation, engagement and participation ensuring that the Council properly consults and includes residents in decision making in authentic ways from early stages of policy development
  • To use data to provide insight into policy development and develop metrics to evaluate performance
  • To build collaborative relationships with colleagues internally, with senior leaders, elected members and across the Council's partnerships
  • Perform all duties with due regard to political sensitivity, tact and diplomacy, and maintain confidentiality at all times
  • Undertake other duties and commensurate to the grade of the post, including supporting the priorities and management of the division as a whole
