Are you passionate about supporting babies, young children and their families in a trauma-informed way? Would you like to be part of our exciting and innovative team working to support families across Cornwall? We are looking for an operational lead for our small charity.
We are a team of 11 staff and over 70 volunteers and we are looking for a new team member.
We can offer flexible working hours and a generous annual leave allowance.Operational Lead
Salary £34,000 (pro-rata)
The position is home-based within Cornwall, with travel across the county required. Travel expenses will be reimbursed in accordance with HMRC standard rates.
Hours of work: 30 hours a week.
Job Purpose:
The Operational Lead will have responsibility for overseeing Home-Start Kernow's operational service delivery across Cornwall, including development and operational management of the organisation's services
To include:
- Leading and managing the frontline staff team.
- Service design, project management and performance monitoring.
- Data management and impact reporting.
- Ensuring best practice through quality assurance and an awareness of changes in legislation and identifying regulatory guidance as relevant.
- Communicating, leading, and enabling change.
Key Responsibilities:
Leadership and Organisational Development
- Work with the Chief Executive to ensure the effective daytoday management of HSK, proactively contributing to forward planning and the strategic direction of the organisation.
- Provide leadership to ensure effective, highquality delivery of HSK services across Cornwall and ensuring consistent operational standards across the organisation.
- Contribute to the creation of a creative and supportive culture which reflects HSK values.
- Act as the single point of contact for all referrals, to ensure a timely and appropriate offer and allocation of services.

- Deliver a proactive approach to equality and diversity, ensuring an accessible and inclusive work environment.
- Take reasonable steps to ensure the care of the health and safety of self and other persons at work.
- Model good practice within the service, to volunteers and families, providing cover for frontline delivery of groups, volunteer management and parent training courses where necessary.
- Deputise for the Chief Executive as necessary.
Monitoring and Measurement of Impact
- Ensure projects are delivered consistently and in line with the requirements of the organisation and funders.
- Monitor and analyse current systems of work to identify opportunities to develop and implement continuous improvement measures and new ways of working.
- Accurately monitor, review and report on operational outputs, expenditure and performance inline with contract requirements, including the creation and maintenance of effective management systems within the relevant timeframes.
- Oversee compliance with the HSUK quality assurance standards.
- Ensure staff work within policy and practice standards, especially regarding safeguarding and confidentiality.
Effective Communication
- Attend, lead and contribute to meetings, keeping colleagues informed and aware of issues affecting the organisation and its support of families.
- Ensure effective communication across the organisation, using a range of methods.
- Ensure accurate use of Charity Log database, including effective record keeping for both safeguarding and data purposes.
- Accurately monitor, review and report operational development and delivery outputs, expenditure and performance to funders, chief executive and trustees as required.
- Use effective communication to promote the work of HSK, developing relationships with both the voluntary and statutory services.
- To undertake any other tasks as directed by the Chief Executive Officer.
Person Specification
Essential
Experience at a senior leadership level within a service delivery organisation with experience of establishing and running high quality services.
Demonstrable people management and development experience, including direct line management and successfully leading teams through change in line with the HSK values (please see attached sheet).
Experience of developing person-centred policies, practices and innovative service strategies that contribute to the delivery of organisational goals, visions and values.
A track record of developing organisational systems to promote collaboration, embed a positive organisational culture and enact diversity and inclusion.
