Description

Policy and Workforce Development Provide practical advice to internal stakeholders such as ward sisters and service managers on temporary staffing matters such as improving local workforce planning to ensure better fill rate by bank, following up on complaints, legal working restrictions on temporary staff etc.

Service Delivery and Performance Continuously review the Temporary Staffing provision in order to improve operational service delivery, quality, accuracy and timeliness, to create a service which promotes efficiency, flexibility, innovation and improved value generation; and support the delivery and achievement of strategic workforce objectives.

Design and develop a strategy to reduce the use of temporary workers across the Trust, and play a central role in supporting the Trusts imperative of reducing Agency spend without compromising safe care; whilst securing high quality temporary staff locally and in collaboration with local health partners.

Develop robust systems to monitor and publish KPIs, in order to measure success of the function, reporting regularly against quality, cost, performance and timeliness; provide appropriate reports for ward/department managers, divisional managers, HR Senior Leadership Team, executive management team and Trust Board, and including national reporting e.g., to NHSi.


Contract Management Use a balanced scorecard to measure hard data such as KPI performance, alongside soft measures such as customer satisfaction and relationship management, with a focus on achievement of outcomes.
