Hackney Council has managed to be the number one borough in Penalty Charge Notice (PCN) appeals for two years running.

Hackney was one of the first Councils in the country to implement School Streets and Ultra Low Emission Zones - all of which are enforced by the parking enforcement team.

Recently, the Council has brought in-house the parking enforcement operations after over two decades of the service being outsourced.

An amazing opportunity has arisen to recruit into brand new positions that will be pivotal in creation, delivery and implementation of the newly insourced parking enforcement service.


Hackney Council is looking for an exceptional Road & Traffic CCTV Team Leader to join our new CCTV Enforcement Team within our Parking & Markets Service.

As an Road & Traffic CCTV Team Leader, you will manage a team and CCTV cameras across the borough and also be responsible for managing and understanding localised parking, moving traffic and bus lane problems, challenging and changing driver's behaviours and to contribute to the achievement of the Mayor's priorities, Council's corporate objectives and Parking Enforcement Plan.


You will manage your team as part of a broader and more inclusive service, in the delivery of joined-up, accountable and timely management of parking, bus lane and moving traffic enforcement action in line with legislation and Council Policies and Procedures which may include but not be limited to the issuing of Penalty Charge Notices and Warning Notices.


The post holder will undertake a wide range of CCTV enforcement duties in relation to parking, moving traffic and bus lane enforcement and wider general public realm reporting of problems, issues and concerns as required.


You must be able to demonstrate exceptional leadership skills, either through direct management experience or through the supervision of staff as you will be responsible for the performance management of your team within the allocated area.

You must also be able to maintain accurate service-specific records to ensure compliance with our reporting obligations. You will need a proactive approach, be driven and have excellent communication skills.


You will be required to successfully pass security vetting through DBS checks level to be considered for this post.
