Job summary:

The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows:

  • Positioning the UK at the forefront of global scientific and technological advancement.

For 2023, our priorities are:

  • Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world.
  • Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs including by delivering worldclass physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent.
  • Put our public services including the NHS and schools at the forefront of innovation, championing new ways of working and the development of inhouse STEM capability to improve outcomes for people.
  • Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world.
  • Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our proinnovation approach to regulating AI.
  • Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Job description:


  • The International Data Flows Unit's mission is to champion the international flow of data whilst keeping individual's data safe. We do this by developing tools and mechanisms to enable flows and collaborating with partners both bilaterally and multilaterally to influence global data governance.
    Person specification:
    Main Responsibilities:
  • Developing strong relationships with external business/academia/civil society stakeholders on data flows, including (but not limited to) those sitting on the Expert Council.
  • Monitor outputs from industry and other stakeholders summarising key reports, flagging areas of interest, and sharing relevant outputs with the wider team.
  • Develop UK policy (including through producing short discussion papers/hosting workshops etc) in response to emerging trends/initiatives as required working closely with legal and analytical colleagues, and advising seniors on next steps.
  • Provide secretariat support for the Expert Council preparing agendas/plans and coordinating regular meetings for the group, and providing administrative support for the recruitment and selection process for cohort 2.

Skills and experience

Essential Criteria:


  • A track record of delivering objectives in a complex policy/political environment.
  • Strong communication skills, and the ability to work across and beyond departmental boundaries.
  • The ability to build and maintain relationships with senior level stakeholders within and externally to government.
  • The ability to think strategically and work with legal and analytical colleagues to produce well evidenced and designed policy recommendations which reflect the risks and benefits of various options.
  • A commitment to positive and inclusive leadership.
