Overview of project/role
The Quality and Assurance Business Partner is accountable for the operation of an integrated service which identifies and assures the successful quality targets for the projects and programmes within assigned Project Management Unit (PMU) delivery portfolio.
Assuring the projects and programmes are delivered in compliance with the Quality Management System and TfL standards and requirements identified within the Chief Capital Office (CCO) /Programme Management Office (PMO) owned suite of process and guidance, and with the obligations and requirements established in the project/programme definitions.
This role provides the collection of first line, day to day delivery assurance operated by the embedded PMU and contributes to performance optimisation and efficiency improvements by helping to embed high value lessons learned, best practices and process innovations.
Key Accountabilities
- Accountable for the management of the quality process and the delivery of quality activities within assigned capital delivery portfolios consulting delivery leads to identify and resolve project specific variances to TfL's standard process, systems and tools undertaking root cause analysis and support fitforpurpose process for incorporation into Pathway.
- Establish, develop and lead implementation of a PMU specific quality improvement plan to drive corporate efficiencies and continuous improvements in PPM capability.
- Lead the implementation and effective use of KPI driven quality performance assurance dashboards.
- Develop, embed and implement a robust riskbased quality surveillance programme to detect, monitor and address systemic delivery and performance management deficiencies.
- Liaise and collaborate with 2nd and 3rd line assurance teams to ensure consistency of approach and develop a targeted response to systemic issues found through these higherlevel reviews.
- Work with delivery leads to understand and comanage supply chain performance assurance risks/threats/ opportunities.
- Manage a system for planning, monitoring and recording gate assurance reviews and tracking critical actions to closure.
- Support TfL's quality objectives by facilitating compliance with governance and first line assurance activities within and across the functional disciplines.
- Contribute to driving and leading a positive safety culture within capital projects and ensuring their team is invested in managing and improving HSE performance.

Skills, Knowledge & Experience
Knowledge:
- Extensive knowledge of and understanding of capital projects and programmes with an emphasis on Quality & Assurance Management and how this supports and integrates with a wider high functioning environment.
- Extensive knowledge of PPM Systems and Tools.
- Knowledge of the professional disciplines of programme and project management in the context of complex capital projects.
- Knowledge of root cause analysis techniques and practice.
- Extensive knowledge of ISO9001 and other management systems standards.
- Desired professional Quality/Assurance accreditation.
Skills:
Strong leadership and influencing skills to manage and motivate teams in and outside of directorate to embed Quality & Assurance in support delivery of high risk, value and complex project and programmes
Specific technical skills include:
- Project Management
- Programme Management (Level 4)
- Stakeholder Management (Level 4)
- Project Life Cycles (Level 3)
- Frameworks and Methodologies (Level 4)
- Information Management & Reporting (Level 4)
Experience:
- Experience of creating, adapting and monitoring process around Quality Management in projects and experience of implementing tools to support changes.
- Experience of dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and guidance to support project delivery and reporting.
- Experience with project evaluations and business cases.
