Records Management Lead


Salary:
The starting salary is £45,073, which includes allowances totalling £2,841.


The salary is broken down as £42,232 basic salary, which will increase annually until you reach the top of the scale £50,385.

Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.


Location:
Sidcup and Westminster, but may be asked to travel across the many Met sites as required.**

The Commissioner and Management Board have determined that the Met will be a data driven organisation.

This means treating our data in the same way we treat our people, methods and technology, as a strategic asset.

The Data Office is the single place of accountability across the Met that:

  • Owns and drives the data compliance and analytics agenda.
  • Brings together the accountabilities that are currently dispersed across the Met business areas.
  • Consolidates and further develops existing Met data and insight services.
  • Enables data sharing and collaboration to serve the public and external partners.

Job Purpose


This is an exciting opportunity to help deliver outcomes to meet the New Met for London, 'we will be relentlessly data driven and evidence based in delivery'.

The role holder will develop a highly skilled and effective approach in records management and Review, Retention & Disposal (RRD) to deliver legislative compliance across the MPS.

They will lead and inspire a team of SMEs and ensure they remain highly skilled and effective in RRD compliance and legislation.


As the manager, you will also be responsible for undertaking proactive audits of records management activity to test compliance against legislation and policy.

You will provide strategic reporting and measure performance.

You will work closely with colleagues across Digital, Data and Technology (DDaT), Information Asset Owners and Information Asset Assistants to promote a culture of responsibility and high standards, intervening to improve compliance levels and support operational performance when necessary.

You will escalate any risk/issues to the Band B Senior Records Lead. You will be part of the extended Data Foundations Senior Leadership Team.


Key Role Responsibilities

  • Develop detailed knowledge of records management and provide decision making on RRD.
  • Develop the team to provide records management and review, retain and disposal (RRD) guidance and training to colleagues. To include the review and update of the Records Management Policy and supporting RRD documents.
  • Develop the team's ability to identify records which require permanent preservation (physical and digital) aligned to the APP on Archiving of records in the public interest
  • Maintaining any related records management training, guidance or policy documentation.
  • Update and maintain retention schedules to ensure fit for purpose.
  • Support on issues with existing records management technologies and advise on the potential benefits/drawbacks of new technologies.
  • Review and provide decision making for Business Justification Plans and Freedom of Information requests.
  • Work together with the Data Foundations Teams to bring about MPS wide objective of becoming a Data Driven Organisation.
  • Monitor key performance and provide monthly reports for use across the organisation.
  • Build and maintain effective internal relationships with senior officers, staff and external stakeholders.
  • Work with business areas to assure compliance with retention and disposal policies, including assessing new business activities or functions.
  • Provide records management expertise and validated opinion in verbal and written reports.
  • Awareness and support towards any ICO/MOPAC/IPCO recommendations.
  • Ability to effectively manage personal workload, tasking and training through selflearning and mandatory sessions.
  • Development opportunities in cover for Band B.

Vetting
This post requires access to the most sensitive intelligence material on a daily basis.

Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access.

However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties.
