Job Overview:


UKRI has developed and embedded a multi-year strategy to support in its mission to deliver world leading research and innovation.

To support this, an ambitious HR and Talent strategy has been created.

A central pillar of this strategy is to develop and embed a cross UKRI strategic workforce planning process.

This programme is underway, and this role will support the Strategic Workforce Planning Lead in developing, embedding, and managing strategic workforce planning:

  • Support with the development of the strategic workforce planning (SWP) products, processes, and systems
  • Support workforce planning processes by providing advice, guidance and expertise to leadership teams across the organisation
  • Lead on a range of projects that will develop and deliver improvements to processes, knowledge and skills across the organisation
  • Work with stakeholders across the organisation to deliver on strategic priorities
  • Work across the wider talent portfolio to support the development and delivery of the talent strategy and people plan
  • Act as an ambassador for SWP across the organisation
  • Ensure that all outcomes are inclusive and accessible to all

Key Responsibilities:


  • Development of the SWP function
  • Support the SWP Lead in the development of UKRI's Strategic Workforce Planning processes:
  • Develop processes and systems
  • Regular and indepth engagement with stakeholders across the organisation to share knowledge, build interest and develop and refine processes
  • Research of best practice including external engagement
  • Support in the ongoing review process
  • Day to day ownership of SWP processes
This role will have responsibility for a number of day-to-day operational activities including:

  • Work with business leads and HR Business Partners to provide SWP advice, guidance and workforce insights
  • Help the business to develop workforce plans that reflect the needs of the teams and wider workforce reality
  • Work with internal and external stakeholders to commission and develop workforce insights
  • Develop organisational knowledge of SWP by hosting learning sessions and other engagement activities
  • Manage the continual improvement process
  • Support organisational strategy development or organisational change through the provision of insights and expertise
  • Implement comms and engagement plans
  • Monitoring information/results to mitigate challenges and support decisionmaking
Project Management

  • Lead on projects across the SWP and wider Talent functions
  • Manage multiple, ongoing projects at the same time
  • Lead projects through development and into business as usual
  • Take part in work review meetings and recommending projects for commission
  • Workforce Research, analytics, reporting and modelling
  • Work with systems and data teams to develop data sets and reporting processes to deliver informative findings
  • Collaborate with the data team to ensure workforce data processes are fit for purpose
  • Work directly with data, translate this into business insights to support wider SWP work
  • Engage with external research, data, and providers to develop future focussed information and insights
  • Work with SWP lead to assess external data systems, consultancies and organisations and make recommendations on commissions
  • Engage with internal systems developers/designers to ensure that ongoing data requirements are fit for now/future
Engagement

  • A significant part of this role will involve stakeholder engagement across the organisation. The role holder will need to build and maintain relationships with a wide range of stakeholders.

This will include working with:

  • Business leads to review and plan SWP interventions
  • Organisational leadership team to provide insights and recommendations
  • HR colleagues to develop processes, systems and insights
  • Wider talent team to share findings, support talent projects and help to develop knowledge and skills of the team
  • Wider organisation through learning sessions and wider comms plans
  • External stakeholders to review and commission research
Ongoing Personal Development

The role holder will be expected to undertake personal development activities.

These will be supported by the SWP lead and will help with the development of the SWP function and the role holder.


Person Specification:

Essential

  • CIPD membership and/or equivalent relevant professional experience
  • Understanding of Strategic Workforce Planning and experience of wider workforce planning activities
  • HR projects experience, could be in areas including organisational change & organisational design
  • Highly advanced engagement and stakeholder management skills, evidenced through management and development of ongoing relationships to produce business outcomes
