Job summary:


An exciting opportunity to join the Assurance, Facilities and Risk Team within the Finance and Corporate Services Directorate at the Disclosure and Barring service (DBS).

The role will provide skilled and focused leadership in developing and embedding robust assurance aligned to the three lines of defence model, building risk maturity and organisational resilience throughout the organisation, ensuring timely and accurate reporting to the DBS board and their committees.


The position is an influential and challenging role which will involve working closely with the Deputy Chief Executive, the Associate Directors Group (ADG) and the Strategic Leadership Team (SLT) and other key stakeholders to deliver against organisational requirements.

  • Leadership of related professional and technical teams

Key Relationships:

The post holder will be required to establish and maintain strong, positive and effective working relationships with key stakeholders including:

External

  • Home Office (HO) Sponsorship Unit
  • Government Internal Audit Agency (GIAA)
  • Heads of Assurance, Risk and BCDR within HO and other ALB
  • Function leads for each of the Government Functional Standards

Internal

  • Audit & Risk Committee (ARC)
  • SLT
  • ADG
  • Heads of Service
  • All DBS staff

Job description:

You will be responsible for the overall integrity and coherence of the assurance programme across DBS, this includes but is not limited to:

  • Providing strong visible leadership ensuring the Assurance team provides robust, professional guidance, advice and challenge to support board and their committees in the effective delivery of DBS' strategic objectives.
  • Maintaining and improving Assurance, Risk and BCDR Frameworks across the organisation providing assurance to SLT, ARC and Board that all controls are operating effectively and together.
  • Leading on the Risk Management Solution Project and ensuring it meets the business needs across the organisation, taking into account:
  • procurement rules
- all key roles
- training requirements
- licence requirements

  • Ensuring that the Assurance, BCDR and Counter Fraud Policies and Procedures, and Risk Management Framework are reviewed in alignment with the DBS Organisational Policy and Procedure Framework.
  • Leading on DBS' compliance with all Government Functional Standards (GovS) through effective liaison with function leads across government and internal function leads.
  • Tracking completion of actions resulting from GIAA postaudit recommendations, providing support and challenge to action owners, collating evidence and working collaboratively with auditors.
  • Mapping the strength of controls for key processes across DBS, for each of the 3 lines of defence. Supporting process owners to improve control effectiveness and reporting to SLT and ARC.
  • Supporting Assurance team members in reporting to board committees, including constructive review of all reports, meeting DBS governance requirements.
  • Developing the DBS BCDR Management Programme, including Business Impact Assessments, Denial of Plans, etc.
  • Supporting teams across DBS to ensure that activity and objectives detailed in Directorate Plans are linked to Directorate/Corporate/Strategic risks and Gov.
  • Providing assurance/BCDR/risk management advice and guidance to other business areas as required, including projects and programmes.
  • Representing DBS in meetings with a range of external stakeholders, such as Government Security Group and Public Sector Fraud Authority, and at external forums such as Home Office Central Risk Community.
  • Providing input into all organisation documents as required i.e., Annual Accounts, quarterly Governance Statements, etc
  • Establishing clear links to all operational assurance functions within DBS, maintaining a central register on what assurance function is where assessing the need to establish a central database of compliance that is reviewed and reported on annually.
