Contractbasis.


As a
Programme Lead for Localities & Assets,you'll play a vital role in
leading and delivering an ambitious programme of transformation to review and rationalise how the Council's assets (such as libraries, children's centres andother buildings) are being used to improve outcomes for residents and communities.

This means ensuring services are accessible to people in the right place at the right time while identifying opportunities for colocation and efficiencies in line with the Council'ssavings requirements.

About the role:


Based in Sutton (Hybrid),you will be tasked with delivering key strategic objectives:

  • Identify opportunities for efficiencies and economies of scale in how the Council uses its assets, in line with the savings requirements identified in the Council's Medium Term Financial Strategy.
  • Lead the implementation and management of a major transformation programme as set out above, and lead the delivery of specific workstreams where required.
  • Ensure the programme is built on relevant and robust information relating to the population, including data, insight and engagement.
  • Engage with residents and the local voluntary and community sector to understand the diverse needs of Sutton's communities and ensure this engagement and insight informs future planning as set out above.
  • Work with colleagues across the Council (in particular, Social Care, Asset Management, Development, Growth & Regeneration) to ensure the delivery of the programme aligns with the Council's wider strategic goals.
  • Working closely with the Strategic Director of Public Health & Wellbeing and the Head of Policy & Transformation, engage and collaborate with partners to ensure that the Localities & Assets programme is closely aligned to the delivery of relevant strategicpriorities specifically, social prescribing and Integrated Neighbourhood Teams.

About you:


  • Significant experience of best practice programme / project management methodologies, and evidence of having applied these to deliver complex and high profile projects and programmes.
  • Good understanding of the key issues for the NHS, local authorities and service users (including a clear understanding of the national integration agenda).
  • Knowledge of innovative approaches to transforming services in the public sector.
  • Experience of managing cross organisational initiatives to achieve strategic goals, service improvements and efficiencies, with evidence of success in achieving targets and managing performance.
  • Understanding and experience of financial analysis and business planning processes.
  • Ability to quality assure and analyse performance and financial data and present information in a number of formats dependent on the audience.
  • Ability to rapidly develop understanding of complex issues in order to become a credible advisor to senior stakeholders.
