When things go wrong, we need to make sure that lessons are learnt, and our actions and activities are improved.

If we think something might go wrong, it's important that we all feel able to speak up to stop potential harm.

Even when things are good, but could be even better, we should feel able to say something and be confident that our suggestion will be used as an opportunity for improvement.

Freedom to Speak Up Guardians provide an additional route to support workers to speak up.

Interviews planned w/c 12th Feb.


As a Freedom to Speak Up Guardian, you ensure those who speak up are thanked, that the issues they raise are responded to, and make sure that the person speaking up receives feedback on the actions taken.

You also work proactively to support your organisation to tackle barriers to speaking up.


The NHS C&M Lead Freedom to Speak Up Guardian (FTSUG) will be a visible advocate and champion in the development of a transparent and psychologically safe cultural environment where staff welfare, patient safety and quality of care are core.

The post holder will demonstrate compassionate leadership and improve the experience of colleagues who speak up by providing specialist advice, support, identifying and addressing any barriers to speaking up to ensure the promotion a positive speaking up culture.


The FTSUG will ensure that as a result of issues being raised there is an opportunity for learning and improving both within and across NHS C&M system.

The FTSUG will work independently and act impartially.

They will work with the Chief Executive Officer, Board Members and Senior Leadership Teams to support the organisation developing an open and transparent culture, where staff are valued for speaking up.

The FTSUG will report on a routine basis to the ICB Board and for taking appropriate action to create a positive speaking up culture across NHS C&M.

They will work with and support the FTSU summit to assess trends, responses and triangulate information raised.

The Lead FTSU Guardian will also lead the ICBs FTSU system responsibilities including monitoring, oversight and assurance arrangements.


NHS Cheshire and Merseyside is responsible for planning NHS services for our population, which includes the care you receive at your GP practice, local pharmacy, NHS dentist, NHS opticians, or at hospital.

We serve a population of over 2.7m people across Cheshire East, Cheshire West, Halton, Knowsley, Liverpool, Sefton, St Helens, Warrington and Wirral.

Main duties and responsibilities


The FTSUG will work with colleagues to support the Board in the development of a FTSU organisational vision, identifying gaps in speaking up provision and engaging with key stakeholders to lead on the development and implementation of an FTSU strategy and action plan.

Working with the Senior Responsible Officer (SRO), the FTSUG will oversee the development of the long-term strategic plan for FTSU for NHS C&M include the roles, responsibilities and accountabilities of internal and system partners

The FTSUG will work with the SRO, Chief Executive, Board and Senior Leadership Team to guide them in the creation of an open culture which is based on listening and learning

The FTSUG will lead the ICBs system responsibilities including monitoring, oversight and assurance linked to the ICB's quality arrangements, and ensuring the ICB can demonstrate and evidence to external regulators in
