Description

The Head of Bids and Contracts will drive forward critical business functions within the Business Development Unit (BDU), providing strategic leadership for bids and tender activity alongside the management of commercial contracts.

Responsibilities

  • Lead a team to deliver high quality outputs and service to the Unit, work proactively and collaboratively with a focus on continuous improvement and becoming a centre of excellence. Cultivate and manage appropriate relationships within the organisation (e.g., BDU, faculties, project teams) as well as with external clients and other stakeholders, and act as a representative for the BDU.
  • Project management of the bid production process from tender receipt to submission, including planning all bid activity, developing the bid timeline, setting key milestones, deliverable and ensuring each bid is compliant.
  • Lead a review of current systems and processes associated with Bids, Proposals and Contracts and develop and implement solutions for an enhanced business function, delivering business efficiency, optimising service user experience and enabling proposition delivery at scale. Keep processes under review in response to business needs.
  • In liaison with key stakeholders, to lead on the assessment of B&P opportunities and on the development of bidding strategy and delivery processes, including the production of bid response, stakeholder consultations and approvals, and timely submissions.
  • Ensure the generation of management information for Bids, Proposals and Contracts, effectively responding to stakeholder requests for reports and insights, and ensuring that underpinning data is efficiently and accurately maintained and updated by the team (e.g., on CRM system)
  • Keep BDU Leadership Team and other key stakeholders appraised of emerging risks and issues and changes in regulatory environment that may impact on commercial decisions propose mitigations and solutions to arising challenges as appropriate.
  • Direct and manage a team of Commercial Contract Managers and Bid Managers, tracking the changing workload volumes generated by different opportunities, ensuring appropriate resource allocation in response to business needs and priorities, and overseeing the achievement of agreed KPIs and team objectives as per annual business plan.
  • Where appropriate, lead and participate in wider University projects that help deliver the BDU's objectives and targets, as directed by the Senior Leadership Team.
Requirements

  • Essential knowledge and experience of public sector procurement processes and practices
  • Strong evidence of sound commercial knowledge and experience involving a full exposure to commercial principles and documentation including bids and proposals
  • Significant experience in leading on Bid and Proposal response development, ideally in particular within some of the health, policing, defence and digital (IT) sectors
  • Knowledge and understanding of legal principles and the process of progressing opportunity to contract stage.
  • The ability to translate this into strategic and tactical approaches to create effective commercial outcomes.
  • An experienced, strong and resilient leader with the ability to create and manage a highperforming team to deliver outstanding results.
  • Ability to analyse complex information quickly and accurately for communicating simple narratives effectively to multiple internal and external audiences, through reports, papers and briefs.
