Job summary:
This role will support the Head of Laboratory Surveillance in managing the team responsible for the delivery of laboratory infectious disease data to UKHSA surveillance system.
The post holder will manage a section of the Laboratory Surveillance Team responsible for the delivery of timely laboratory data from PHE/NHS, academic and private laboratories.
The role will support and provide coordination of on-going projects, and support delivery, through consultation, short, medium- and long-term strategies to ensure reporting of laboratory data is fit for purpose, efficient and resilient, now and in the future. The scope of this post covers laboratory infectious disease testing activities within England.
The role requires leadership, operational and project management skills and experience.
The post holder will work with staff at all levels in UKHSA, NHS and Private laboratories to achieve comprehensive coverage, quality and timeliness of infectious disease reporting.

Job description:
As a Senior Laboratory Surveillance Lead your main responsibilities will include:
Leadership
- Play a key role in the strategic and operational leadership for laboratory surveillance team, working closely with senior colleagues across UKHSA focusing on infectious disease reporting.
- Support the Head of Lab Surveillance in operational delivery (including leading on some aspects of work within the Laboratory Surveillance Team) to maintain the regular flow of NHS data into UKHSA, taking responsibility for assuring the quality and timeliness of the extraction of data from diagnostic laboratories, including compliance with the appropriate regulations, and its delivery to the UKHSA. Supporting and ensuring that Laboratory Surveillance Team objectives within the business plan are delivered in a timely and accurate way and be involved in future business planning
Management
- Effective line management of staff to ensure flexibility and capacity to meet the team's needs. This will include recruitment and selection, support and ongoing performance discussions including setting clear objectives, enabling staff to meet these with access to appropriate induction, training and development opportunities and managing any employee relations issues within the team.
- Teach colleagues and stakeholders on laboratory surveillance management and reporting, supporting ongoing training activities within the team.
Continuous Improvement and Service Development
- To review and be responsible for implementing new technologies in relation to supporting the delivery and management of infectious disease reporting. Taking a lead on automating procedures to improve the delivery of laboratory surveillance management.
- Provide technical knowledge autonomously on infectious disease reporting in particular new and emerging testing techniques being deployed by diagnostic laboratories.
- Work with relevant UKHSA teams to shape the strategic approach to surveillance data including security, assurance, governance, and capability building & development of data products and provision of data service.
- Manage delivery of agreed work programme including timely reporting to stakeholders and work in partnership to ensure needs of stakeholders are met. Forge close working relationships across team/department/directorate boundaries to facilitate an effective matrix style approach to delivery of workstreams identifying areas of interdependency and forging links as appropriate.
Data Governance
- Support the development, testing, and implementation of place Business Continuity Plans for all aspects of the data operations work of the Laboratory Surveillance Team. Ensure robust data governance and support he delivery and implement an ongoing annual programme of data quality audits and checks.
- Assure data ingested and created by the laboratory surveillance systems complies with the UKHSA Data Strategy and any other appropriate analytical and surveillance standards and protocols.
