Head of Leaseholder Services and Housing Income


Adecco Public Sector is proud to be working with the London Borough of Camden, as they seek to recruit several critical Head of Service roles to work within their Housing Services Team.

As part of this recruitment drive, a fantastic opportunity has arisen to join the London Borough of Camden as their Head of Income and Leaseholder Services.

This is a defining moment to be joining Camden, during a time when they are seeking to change the culture of Housing services and improve their residents experience.


The role


We are working to find a Head of Leaseholder Services and Housing Income who will report into the Director of Housing.

You will provide strategic and operational leadership to rent income, charges, home ownership and welfare rights services.

With responsibility for bringing in the income that sustains Camden's services and ambitions for housing by maximising Housing Revenue Account income, as well as that for the General Fund.

You will ensure that policies and processes on rent setting, service charges, Right to Buy sales, leasehold management and income collection from a range of housing related accounts are statutorily and regulatory compliant.


As a key member of the leadership team, the Head of Leaseholder Services and Housing Income will keep abreast of legislative, regulatory and sector changes; drive cultural and organisation change embedding a strong distinctive performance culture that includes engagement of user groups; and empower and develop people to ensure Camden remains at the forefront of innovative and empathetic service delivery.


You will also be required to:

  • Lead and oversee the Council's annual rent and service charge setting, income collection, Right to Buy sales, leasehold extensions, billing, intermediate rents and customer enquiries.
  • Ensure that consultation and engagement is customersensitive, efficient and effective and that it complies with legislation and regulation.
  • Design, develop and implement a financial inclusion strategy and actions to support residents.
  • Ensure clear and targeted communications regarding payment responsibilities, options, support and consequences of nonpayment.
  • Ensure strong representation of the Council at First Tier Tribunal and/or County Court in relation to debt or leasehold matters, providing specialist support as necessary.
  • Identify and deliver service and systems improvements.
  • Possess exemplary budget management experience.

Work Environment


The post holder will work from Council buildings or from home in line with Council policies in an agile way in a flexible and paperless work environment, prioritising their own work within the empowered and enabled team culture recognising and utilising the expertise of others where appropriate.
