In Regions Group we aim to improve outcomes for children, families and learners by accelerating system improvement and reform through active intervention and by better aligning the Department's operations and users' needs at a local and regional level.


We will:

  • Bring together improvement and intervention work in Children's Social Care, SEND and Schools as well as areabased programs like Opportunity Areas and Education Investment Areas
  • Maintain the stewardship of the school system and, working with the Future ESFA, provide a unified voice to academy trusts and to individual Local Authorities at a local level
  • Set DfE up to deliver for and respond more effectively to local needs and to understand how local contexts impact on children and learners in a place, particularly vulnerable and disadvantaged children and young people.

There are 2 SEO Fixed Term appointment roles in the North West Vulnerable Children's Unit.

The Deputy Regional Improvement Support Lead (DRISL) is to cover a 12 month maternity leave period.


The Senior Support Officer is to support the delivery of the new North West Children's Social Care Regional Delivery Plan.

This is an 18 month fixed term post to support a pilot Children's Social Care Improvement project as part of Stable Homes:
Built on Love.

Job description:


Deputy Regional Improvement Support Lead (DRISL)

  • Supporting the North West Regional Improvement Support Lead (RISL) to work with Local Authorities across the North West to support the significant improvement in services provided to children and families
  • Leading on the relationship with a small number of North-West LA's in relation to Children's Social Care and provide support and assistance to those LA's around their improvement activities
  • Where appropriate, support the Regional Improvement Support Lead with specific cases of Local Authority intervention activity, working closely with DfE advisers, LAs, LGA, and other key partners. This could include managing the procurement of advisers and improvement grant funding
  • Assisting in the production and presentation of improvement funding business cases to secure improvement funding for North-West Local Authorities
  • Leading on the regional Sector-Led Improvement Partners (SLIP) programme and on the relationship with the North-West SLIP partners
  • Looking strategically at how our work fits into the bigger picture of supporting vulnerable children by establishing a better understanding of Children's Services methodologies, practices and the work of other DfE teams e.g. SEND, Workforce, Innovation.

Senior Support Officer for the North West Regional Improvement Plan

  • Supporting the Grade 7 to work with the 24 Local Authorities across the North West and other safeguarding partners, such as Health and the Police, to support the significant improvement in children's social care services provided to children and families
  • Working closely with Directors of Children's Services, DfE advisers, LAs, LGA, and key government departments and partners to identify potential areas for improvement and innovation activity
  • Supporting the development, drafting and delivery of a Regional Children's Social Care Improvement Plan in collaboration with the Regional Chair of the Association of Directors of Children's services, the Regional Improvement Alliance, North West local authorities and senior decision makers in DfE
