Designed with businesses and employers, T Levels are two-year, technical qualifications designed to give students the skills that industry needs. They bring classroom learning and an extended industry placement together, providing a mixture of technical knowledge and skills specific to their chosen industry or occupation. Over the next 3 years a total of 24 T Level subjects will become available, with the potential for additional subjects to be developed over time.The Higher Technical Qualifications (HTQ) Team is responsible for implementing part of the higher technical education reforms, focusing on recognition of HTQs against Institute-approved apprenticeship standards. The first approval process, starting in September 2020, focused on qualifications that align to occupations in the digital route - the approval of digital qualifications will conclude in summer 2021 and the first qualifications will be available to learners from September 2022. We will use the experience of first approvals on the digital route to learn lessons and evolve the process ahead of future rollouts. Future approvals will include construction and, health and science routes in 2021.We are looking for a Senior Programme Management Office (PMO) Manager who will bring innovation and agility to take this work to the next level as the Institute’s remit with regards to T Levels, HTQs and other technical qualifications expands.Job descriptionThe Institute’s Technical Education Programme Management Office supports the Institute’s current work on T Levels and HTQs and works closely with the Department for Education and other external stakeholders in delivering Technical Education reforms.In this role you will:• Manage a number of project officers embedded in multi-disciplinary programme teams.• Lead on cross-programme planning, identifying and resolving clashes and inter-dependencies.• Lead on cross-programme risk and issues management, identifying and mitigating or resolving risks and issues.• Oversee the programmes’ reporting functions, ensuring robust management information is provided to internal and external management boards.• Oversee and ensure continuous improvement for the Institute’s arrangements for reviewing and approving Technical Qualifications.• Lead on the communications and stakeholder engagement work of the programmes.• Lead on arrangements for financial forecasting and reporting, resourcing, and knowledge management.• Legal – coordination of pipeline of legal and commercial issues / conflicts of interest.You should possess or be willing to work towards a formal PPM qualification.You will be expected to lead on additional cross-cutting projects or be the team’s representative on Institute- or system-wide projects, involving excellent communication, relationship building and engagement with senior stakeholders, both internally and externally. As new areas of work progress, you may be asked to move between teams to deliver the Institute’s key priorities.Essential Skills:• Excellent project management skills and experience – the ability to lead and manage complex projects, work under pressure, plan ahead, identify risks and issues early and ensure deadlines are met.• Leadership skills to be able to establish and set out plans the work of the programme teams and obtain buy-in from internal and external stakeholders.• Excellent presentation and written communication skills with the ability to be highly credible and establish effective working relationships with external stakeholders at senior levels and internal teams.• The ability devise solutions, balancing a range of factors and constraints, to deliver on high level policy goals and meet defined outcomes.Desirable skills• An understanding of the technical education landscape.• Formal PPM qualification or willingness to undergo PPM training and development.Desirable criteria will only be assessed in the event of a tie between candidates.
