Client Financial Services is looking to recruit an individual with substantial experience of managing a large and complex finance function to the post of Principal Finance Officer.

Applicants should have an in depth understanding of Care Act legislation in relation to Adult Social Care funding and charging and be able to lead on and develop robust financial policies.


The Principal Finance Officer will have the ability to establish and maintain close relationships with internal and external stakeholders and will provide expertise and guidance to Elected Members, Executive Directors, Service Directors, Senior Management and the departmental management team on the viability of initiatives.

You will use your relationships and skills in supporting efficient and creative solutions to maximise income and minimise costs.

The main responsibility will be to provide support and guidance to the Financial Assessment and Charging and Debt Recovery Teams as well providing wider support to other non-assessment teams within Client Financial Services as needed.


Applicants should be able to demonstrate an excellent track record in their ability to support and manage others and develop professional autonomy and accountability.

You will be responsible for the management of performance including delivering on outcomes identified within council and departmental plans.


We are looking for an individual who is motivated, enthusiastic and who embraces ongoing improvement and development as there will be significant system, business, and cultural changes to manage.

This post will develop and embed these in relation to various IT systems for the collection and manipulation of financial information from clients, payments to providers, the maintenance and development of successful charging regimes and anticipated changes to the Care Act.
