Job summary:


We are looking for a digital, data and technology lead (DDaT) to be embedded in the Football Regulator Implementation Unit team in DCMS who can lead on the development and implementation of digital, data and technology infrastructure required to set up the Independent Football Regulator.


The role holder will work closely with the wider team to develop a deep understanding of the wider programme and think through its digital, data and technology related requirements.

The role holder will need to be a leader who can work autonomously and independently, using their expertise and the expertise of others.


The role holder will report into the Corporate Set Up lead, and will be part of a wider team of functional experts who will be focused on building the digital and physical infrastructure of the regulator as well as establishing the corporate functions e.g.

HR and Finance.


Job description:

We are looking for a self-starter who can guide their own activities however some of your responsibilities will include:

  • Determining the IT Strategy and roadmap for the IFR
  • Defining data and technology requirements (to be supported by external consultants); this will involve engaging a range of internal and external stakeholders including working closely with the transition team's policy teams to understand the processes that technology and data will need to support
  • Defining the model for the IFR's provision of ongoing IT support
  • Working closely with the procurement lead to procure appropriate data and technology solutions
  • Managing the implementation of data and technology solutions
  • Providing contract management support and advice for appropriate data and technology solutions agreements as required developing collaborative working relationships with suppliers

Person specification:


Essential Requirements:


  • Experience defining technology and data policies
  • Experiencing managing the delivery of technology and data solutions and working closely with Commercial function
  • Working collaboratively with a range of senior stakeholders
  • Working at pace on complex issues and delivery through a number of different partners/teams
  • Ability to understand detail as well as think strategically
  • Experience working in a Project or Programme Delivery environment
  • Experience of developing detailed plans and identifying risks, issues and dependencies

Desirable Skills:


  • Setting up a new organisation
  • Experience working in or supporting a regulator
  • Experience of Contract Management practice that has helped deliver both great value for money and great customer outcome
