The Strategy Directorate is at the heart of our vision for change.

Bringing together strategy, transformation, data analysis and communications, we combine our skills to help the borough solve its most complex problems.

Members of our team use data and analysis to support tackling challenges that range from recruiting social workers to redesigning our work brokerage service, from reducing homelessness to regenerating our town centres.


There are two exciting opportunities available in the Strategy Directorate for officers interested in programme and project management and developing themselves professionally.

These roles will be located in the Programmes and Change team which leads on Corporate Programmes and supports transformation and change across the organisation.

The Senior Delivery Officers will have the opportunity to work across the Council and be part of delivering the corporate vision.

These roles will be of special interest to those interested in broad social impact.


We are currently seeking exceptional individuals, with experience in project and programme management and/or change management to fill these two roles.


The roles will be in the Change Team and is responsible for supporting corporate programmes and change across the organisation.

You will provide support to key corporate programmes and change initiatives.


About the Role
The main duties of the role will be to:

  • Lead on workstreams of the Councils cross-cutting transformation programme
  • Provide senior programme leadership on corporate programmes working across the organisation.
  • Convey the strategic perspective on Programmes and Change for the organisation.
  • Build relationships with key stakeholders across the council to facilitate the effective implementation of programmes.
  • Initiate and develop programmes ensuring that they can be effectively handed over to substantive postholders without disruption.
  • Develop and maintain dashboards to report to individual programme boards and the overarching Programmes Board.
  • Use project management methodology and tools and lead projects to carry out high level analysis of trends and insight and produce analytical reports as required corporately to provide the basis for informed decision making.
  • Foster the use of common programme methodology and tools across the organisation.
  • Report to the Programmes & Change Manager, Head of Intelligence, Insights and Change and Operational Director for Policy, Programmes and Change and individual programme boards as required


The roles will be available for 12 months in the first instance, with a view to extending the term as per need.
