Description
To support the team manager in the continued development of the new front door service for Oldham social care.

To support with managing the operations of the team.

Triage and coordinating responses to new referrals.

Case allocations and authorisations.

Supporting team welfare and supervision

The Adult Referral Contact Centre (ARCC) is intended to be the new front door for adult social care.

The model is being designed with a resident-focus and the following principles are underpinning its development:


  • Person focussed approaches which build on the strengths of the individual, their support network and local community;
  • Right support at the right time which enables individuals to access the most appropriate forms of support i.e. prevention services, information and advice, statutory provision;
  • Individuals in crisis will receive an immediate response to ensure they are safe and risks are effectively managed;
  • Responses will be personalised to individual needs, supported by flexible pathways and approaches.
The Model

  • The model seeks to create a true front door offer where the focus is on strength based approaches at the outset of a residents social care journey.


The model focusses on a fundamental shift in the conversation with residents, to one about how we can help them to live their life, rather than provision of services.

This change of mindset will harness both strength-based and personalised approaches in the way we respond to referrals and direct contacts into the ARCC.


It is built on the premise of separate front doors for safeguarding and adult social care referrals to ensure existing capacity can be appropriately deployed to where it is required the most.

This will require these two teams to work collaboratively where there are cases which involve dimensions of both safeguarding and wellbeing.


Both first contacts and existing service users will contact the ARCC in future, rather than these two functions sitting separately across the service in silos.

In phase one, existing service users contacting the service will be triaged at the front door. If successful, this will be broadened out to other teams and services.

It is envisaged that consolidating these existing resources collectively will build resilience due to the limited people resources available to perform these functions.
