We are looking for a dynamic, proactive and inspiring leader to manage our Enforcement and Building Control teams in this newly created role.

The post holder will be joining Maldon District Council at a pivotal point, as we reorganise ourselves within the Service Delivery Directorate to achieve a clearer structure and improve our ways of working.

The post holder will be responsible for reviewing the structure and service improvements as part of this reorganisation and will be a key point of contact for information and advice relating to Enforcement and Building Control within the authority.


As the Head of Service for Enforcement and Building Control, you will play an important role supporting the Assistant Director for Planning & Implementation in leading a vibrant, high performing service.

You will be a consistent point of contact for other officers, senior managers and elected members within the authority, providing technical advice on building control and planning enforcement matters.


About this role:


As Head of Service for Enforcement and Building Control, you will be expected to:

  • Provide effective, senior operational leadership with high standards of advice and support.
  • Ensure compliance with statutory regulations, legislation, professional codes of practice, health and safety requirements and adherence to council policy.
  • Enable the delivery of projects, interventions and initiatives and develop policies inline with corporate and business plans.
  • Ensure that enquiries, complaints, and cases are managed and completed at the appropriate level.
  • Effectively manage service budgets, resources, and performance to deliver priorities, providing regular reporting as required.
  • Be a role model for the service, demonstrating authenticity, integrity, resilience, and compassion and focussing on communication, personal development and wellbeing.

We are looking for someone who has experience in:

  • Ensuring quality and compliance with the management of completion certificates, enforcement notices, appeals and site visits.
  • Proactively managing a personal caseload which comprises predominantly of complex cases which may have an extensive history.
  • Confidently dealing with difficult or confrontational situations as well as explaining complex elements of planning law or building regulations.
  • Acting as an expert witness at public inquiries and producing statements and proofs of evidence as required for appeals and court hearings.
  • Supporting Planning Policy in the preparation and review of planning policies, design codes, and supplementary planning documents drawing on the experience of enforcing planning policies.
