Role Purpose:


Take a lead role in the governance arrangements required for the management and delivery of the capital and revenue programmes to ensure delivery of effective improvement, maintenance and repair of all South Yorkshire Police buildings.

Working with Financial Accountants and Procurement Officers to ensure that each stage of a project is adhered to.


Take the lead role in the management of project costs, ensuring budgets are adequately prepared, tenders are effectively produced, and submissions analysed, where necessary ensuring costs are challenged, alternative solutions are delivered to make savings and value engineering is undertaken where necessary to assist in project delivery.


Key Responsibilities:


  • Take a lead role on project administration and governance across all Capital and Revenue Programmes undertaken by Estates and Facilities Management (EFM), providing support to the Surveying and Technical teams. Ensure each project is tracked and monitored for approvals, OPCC decisions, financial regulations, procurement regulations. Produce programmes for the implementation and monitoring of all works.
  • Provision of budgetary costing using any relevant indices ensuring adjustment for market conditions and current framework pricing and monitor costs continuously to source the best route to market for each project.
  • Ensure the team has a complete understanding of the supply chain available to SYP in order to minimise risk with respect to contractor performance, effect on design and specification to ensure the least disruption to project delivery, cost and timescales.
  • Working in tandem with Regional Procurement, production and analysis of tender documents as part of the major building refurbishment schemes including new build with multimillion pound values, ensuring the projects are delivered on time and on budget.
  • Produce and coordinate reports, capital scheme briefs, tender documentation, processes, orders and quotations. Ensure they are carried out in full compliance with SYP Contract Procedure Rules, Financial Regulations and public procurement regulations. Mitigate project risks at the earliest opportunity.
  • Ensure projects are managed and tracked in a commercially effective manner. Paying attention to the revenue impacts across the force generated by the Capital programme.
  • Review of all project related orders, tenders, quotes & specifications on the Capital & Revenue Programmes, together with the monitoring and reporting upon adherence to costs including producing cost plans in individual projects and also the wider programmes.
  • Liaise with District/Departmental Business Managers in connection with projects and efficient running of premises.
  • Liaise and work in conjunction with the EFM inhouse Repairs and Maintenance Team to ensure tender documents and analysis of prices meet force requirements for specifications for plant and equipment.
  • To deputise for the Capital and Major Projects Manager in their absence where applicable.
  • Lead on the process for receiving and reviewing project valuations and ensure that they are reviewed and paid in line with forecasts.
  • Through effective contract administration, ensure that the force is in the best position at all times to reduce the impact of disputes, claims and negotiations. Where these arise, take a lead role in the process to negotiate settlements to the best position for the force.
  • Provide option appraisals and cost assessment for a wide range of construction and property projects, reports for Senior Leadership Teams, Project Boards and the Senior Command Team.
  • Lead on maintaining and managing property data including the project financial reporting within the Technology Forge Asset Management database.
  • Coordination of contractors/site access with engineers relating to surveys, inspections and minor programmes of work.
  • Establishing a rolling programme of annual condition surveys and ensure the Property Management System is up to date with the latest condition data.
  • Assisted by the Architectural Technician and Regional Procurement coordinate the production of small works drawings and specifications.
  • Liaise with external agencies as required to include Building Regs, Planning, Highways, etc and other professionals.
  • Assist in coordination of compliance with all relevant Health & Safety Regulations, production of concise technical reports relating to property management.
  • Any other duties and responsibilities which do not change the character and purpose of the post as may be required and to enable resilience in the EFM service.
