Description
Reporting to the Head of Inclusion and Belonging, the post holder will lead activities to support the implementation of DCHS EDI Agenda, including:

Leading on DCHS legal obligation to their Public Sector Equality Duty Gender Pay Gap reports and mandatory NHS requirements, eg Workforce Race Equality Standard, Workforce Disability Equality Standard, Bank and Medical Workforce Race Equality Standards and Equality Delivery System and CQC.


The role will focus on the development, operational, co-ordination and implementation of policies, strategies, action plans and best practice measures that aim to meet the requirements of DCHS commitment to the EDI agenda.

To project manage the implementation of the Trust EDI Five Strategic Themes and supporting action plan.

To manage the effective implementation and quality assurance feedback of Equality Impact Assessments


To work closely in partnership with Staff Network chairs to facilitate and provide regular support to sustain and grow membership and develop the networks further, so that members feel valued, engaged, and have a vital role to play in the work of the Trust.

Working with the Head of Inclusion and Belonging to develop, implement and promote the EDI Roadmap across DCHS and the 5 Strategic EDI Themes

Working with individual services to identify issues and support them to develop localised action plans.


To project manage and lead the Trust in meeting its legal and mandatory requirements, eg Public Sector Equality Duty (PSED), Gender Pay Reports (GPR), including race and disability pay reports, WRES, WDES, Bank and Medical WRES and EDS.

Work in conjunction with the communications team to ensure effective communication when it comes to the EDI agenda.

Required to facilitate events, training and focus groups.

Responsible for managing contracts with external providers, including invoicing arrangements.

Information Resources/Information Systems

Responsibility for ensuring all EDI data is used for annual submissions are robustly analysed and correct before inclusion in reports and publication on DCHSs website


To prepare and present reports to formal committees and EDI governance meetings, detailing the performance of DCHS's EDI agenda including the key EDI compliance and mandatory requirement.

To possess good computer skills including Microsoft packages, including Word, Excel and PowerPoint.

The Inclusion and Belonging Team is part of the Organisational Effectiveness Team, which sits in the People Services Directorate.

The team's focus is on EDI and Engagement and a small team supports this function across DCHS.

To support this role, you will have access to aProject Lead andadministrative support.

Autonomy/Scope within Role

The post holder will need to be able to work independently and autonomously to:

Embed the EDI agenda across DCHS, ensuring that the principles of fairness, equity, dignity and Human Rights underpin the services provided, reducing inequalities for both staff and service users.


Advise on the development, co-ordination and implementation of policies, strategies, action plans and activities to meet the requirements of equality legislation and the 5 Strategic EDI Themes.

Work with the Head of Inclusion and Belonging to develop and implement the EDI Roadmap.


Lead the annual production the PSED Annual Report, NHS Equality Delivery System, the NHS Workforce Race Equality Standard, Workforce Disability Equality Standard, Bank and Medical Workforce Race Equality Standards, Gender Pay Report (including ethnicity and disability), Equality Impact Assessments and relevant CQC standards, in a timely manner in line with legal timeframes and publishing requirements.

Analyse, review and report on EDI data, staff survey results and local and national trends.


Assist the Head of Inclusion and Belonging to develop organisational capacity to challenge barriers and promote EDI across all of DCHS functions.


Support and co-ordinate appropriate EDI training and other learning interventions ensuring up to date relevant training is available under the direction of the Head of Inclusion and Belonging.


To project manage the annual programme of EDS (including hosting a number of EDS briefing sessions) and ensure that stakeholder events take place within the NHS England reporting timelines and that results are approved at Board and then published on DCHS website.

Work with colleagues to develop and implement the improvement plans from the EDS stakeholder events.

Support Managers to ensure that the EDS Improvement Plans are actioned, and progress reported through the EDI governance routes.


Introduce and implement the new Equality Impact Assessment (EIA)Toolkit (including a tracker and governance process), supporting resources and training to ensure that DCHS is meeting its legal requirements, when it comes to demonstrating EDI in its decision-making process.

Ensure that EIAs are incorporated in the annual PSED report and are published on DCHS website
