Good Afternoon we are currently recruiting for an experienced HR Business Partner to work for Devon and Somerset Fire and Rescue Service.


Main purpose of job:
***To provide an effective efficient Human Resource service for DSFRS by supporting the HRBP function: to include workforce planning, recruitment & selection processes, providing advice and support to the Service's Managers and staff and implementation of effective HR policies and good employment practices. To administer the administration generated by the HRBP's.


Main responsibilities and duties:

  • To assist with the use and development of the Service Erecruitment system.
  • To provide HR support and advice to Service Managers and staff both Uniformed and Non-Uniformed covering all aspects of the HR function including terms and conditions of employment, performance issues, discipline, stress management, welfare, disability, absence, retirement, flexible working, requests in line with Service Policies/Procedures, Grey and Green Books, Pension Schemes, Best Practice and compliance with Employment Law.
  • Attend bimonthly case conferences with the OH provider.
  • Provide procedural support to senior HR staff in cases of illhealth retirements and medical appeals.
  • To undertake individual casework (in some instances involving complex issues). Advising Service Managers in respect of identified issues, e.g. Performance, sickness (including liaison with OHU Physicians and Advisors in relation to sickness issues and illhealth retirements), welfare (including liaison with appropriate Counselling Service) discipline/grievances, etc. Attend meetings with Managers and individual staff and their Representatives to address issues, ensuring Service Policies/Procedures are adhered to and taking into account Grey and Green Books, Pension Schemes, Best Practice and compliance with Employment Law.
  • To be responsible for Uniformed and Support employee flexible retirements, including giving initial advice in respect of Pensions.
  • To contribute and support the introduction of new working practices & projects including change initiatives to ensure that the Service meets its service delivery goals and objectives.
  • To provide administrative support to HRBP's, Recruitment team and the Health & Wellbeing team as and when required.
  • To undertake HR representation at discipline cases as and when required.
  • To maintain professional knowledge by networking, attending training courses, keeping abreast of updates in employment regulations/legislation, case law etc. and by reviewing professional publications.
  • To participate in the PPD process to identify personal training and development needs and to attend training events as directed.
  • To maintain security and confidentiality of information, whether computer based or otherwise in line with legislation, i.e. Data Protection Act and all related DSFRS's Policies to include Data Protection Act 1998 Service Policy document.

Essential skills

  • Evidence of generalist HR experience in particular providing advice to Managers and employees on aspects of the HR function.
  • Experience of recruitment and selection
  • Workforce planning experience
  • Experience of working within a unionised environment
  • Knowledge and understanding of employment law
  • HR qualification (CIPD intermediate level or equivalent) or evidence of equivalent knowledge
  • Acquire and maintain a valid Certificate (5 yearly) in Safer Recruitment and Allegations Management, and other qualifications and certificates as required by Service policy.
  • Minimum of three years' experience of the Fire Service or a similar discipline
  • Membership of the Chartered Institute of Personnel & Development
  • Ability to work efficiently and effectively on own initiative and as part of a team
  • High level of resilience and stamina, determination and confidence
  • Commitment to continuous improvement
  • Willingness to undergo security disclosure/vetting as required by the Service
  • In possession of full driving licence with ability to travel to all sites within Devon & Somerset & elsewhere as required.
