Protocol is delighted to be recruiting for a senior procurement officer within the Derby area on a full-time permanent basis.
Salary:
£36,000 - £39,000
Full time fleible hours with 3 days hybrid.
Person Specification:
- Currently holds or is working towards
CIPS or equivalent. - Experience working on
procurement projects in the
Public Sector: - The ability to demonstrate a thorough understanding of Public Sector procurement requirements, including relevant legislation.
- Significant experience within a professional purchasing environment.
- Experience of procurement and contract management including creating and letting tender documents.
- Contract management / contract monitoring experience with a strong focus on achieving best value.
- Experience of eTendering.
Duties:
- Work with commissioners to develop appropriate procurement strategies and support the sourcing and award of procurement arrangements which effectively deliver the key business requirements, whilst maintaining full compliance with all Public Procurement Regulations, the Council's Financial Regulations, Council policies and best practice processes.
- Coordinate and action tender processes by acting as key point of expertise during the tender process, preparing and agreeing tender documentation, undertaking tender evaluations, negotiating contract terms and preparing recommendation reports.
- Assist in the management of risks associated with the procurement of goods and services including contract management

- Assist in all aspects of procurement activity including the preparation of tender documentation, the evaluation of bids, completion of scorecards and other post-tender documentation.
- Undertake procurement activity that is compliant with UK legislation and Council regulations.
- Engage with the market and suitable potential suppliers, ensure appropriate competition and procure services that meet the business needs of the Council and support overall project goals, whilst mitigating contractual risk.
- Establish, monitor and maintain effective contract management. Maintain confidentiality and observe data protection guidelines.
You will have the ability to deliver multiple projects at the same time, can think imaginatively on the best ways to procure services and have exceptional attention to detail.
