Network Certification Body Limited (NCB) is an independent subsidiary company within the Network Rail Group. It has a small-company culture with the benefits of a big company. We provide a comprehensive range of UKAS accredited safety and certification services, covering all the legislation that a railway engineering project requires. Our services are delivered by a pool of around 40 engineers, who include experts in all railway engineering disciplines as well as safety and risk management professionals.

Our main customer is our parent company, though we have some non-Network Rail customers and some non-infrastructure work too.

Network Certification Body Limited (NCB) is currently recruiting for a
-
Head of Certification Delivery for a
-
permanent opportunity. You will lead the teams of engineers providing our assessment and certification services to the customer and is a member of NCB's executive team. We are therefore looking for a highly motivated individual who has good leadership qualities with the ability to influence internally and externally at a senior level, whilst maintaining good attention to detail. You'll be capable of leading teams of engineers even if not an engineer yourself. If not already familiar with the world of independent assessment and certification, you will need to be a quick learner.


About the role (External):

You'll lead and direct the Certification Delivery team in line with the company's strategic direction.

This includes establishing performance goals, allocation of resources, and directing the development and maintenance of policies, procedures, processes and tools for project and programme management.


  • You'll frequently engage with clients at a senior level and need to facilitate the resolution of technical and project issues, including supporting the delivery team with this.
  • You'll work with other members of the NCB executive leadership team to ensure that customer and business requirements are delivered.
  • You'll lead strategic activities around culture and business direction.
  • You'll lead the development and management of the company's delivery teams, growing the competence and size of the team to match the requirements of the market within which NCB operates.
  • You'll lead decisions on whether to bid or provide quotes for work, as consistent with business capability and strategy.
  • You'll oversee the reporting of delivery and compliance.

What essential skills and experiences are required?

Essential

  • Significant post qualification experience operating in a complex matrix organisation in a senior leadership role
  • Significant experience in the successful management of major programmes of work in the construction and/or rail industries
  • Proven ability in leading large teams across multiple disciplines and geographic locations
  • Experience of leading and directing the operation of a team in a successful engineering environment
  • Chartered membership of (or working towards) a relevant professional institution (e.g. APM/PMI)
  • Substantial experience in a customer facing role at a strategic level
  • Experience of financial or commercial management
  • Experience of negotiating and influencing at a very senior level and balancing the views of a range of stakeholders.

Desirable

  • Engineering qualification
  • Experience in the management of certification
  • Understanding of railway regulations, such as Common Safety Methods and Interoperability legislation
