JOB DESCRIPTION - School Bursar
The School Bursar (SB) is a member of the School Administration Team. The SB is in the first instance responsible to the Headteacher and, ultimately, to the Governing Body.

The School Bursar is responsible for the management of support staff.

The major groups of support staff who report to the SB are currently:

  • School Caretaker
  • Cleaning Staff
  • School Reception Staff.
  • Catering.
Within the Governing Body there are four sub-committees and each meet at least once per term.

They are chaired by Governors with the relevant skills and experience and they are:


  • Teaching & Learning
  • Safeguarding
  • Marketing and Admissions,
  • Finance & Staffing
  • Buildings, Health & Safety.


The School Bursar will set and agree dates of meeting at Full Governing Body (FGB) meeting, and will be responsible for maintaining minutes for the committees.


The responsibilities of the School Bursar include:

Leadership and Strategy

  • Attend Senior Leadership team meetings, full Trustee Board and appropriate Trustee subcommittee meetings as required.
  • Use research and financial knowledge to influence strategic decisionmaking within the school.
  • To be knowledgeable in ISI regulations and ensure the school meets those requirements.

Finance and Accountancy
The School Bursar will work closely with the Finance Committee and the school accountants

  • Budget setting and management:_
  • Advising on general financial policy within the school.
  • Advising on the financial implications of the charitable status of the school.
  • Advising on taxation matters generally, including ensuring compliance with regulations for VAT.
  • Preparing estimates of income and expenditure, including the preparation of budgets within the school, the latter in consultation with the Headteacher.
  • Monitoring income and expenditure in relation to the agreed budget and presenting regular management reports to the governing body and the Headteacher.
  • Keeping the accounts of the school and preparing Statements of Financial Activity (SOFA) and balance sheets in accordance with the charities Statement of Recommended Practice (SORP).
  • Scrutinising and passing for payment invoices received in the school.
  • Keeping analyses of costs and other statistical records.
  • Income and Fee management_
  • Maintaining cash flow projections for the current and future years.
  • Preparing pupils' bills and collecting all fees and extras.
  • Preparing forecasts for the future financial performance of the school; usually over a period of five years.
  • Preparing financial appraisals of particular projects.
  • Advising on bursaries. Undertaking assessments of parents' income and assets prior to making recommendations to the Governing Body regarding bursary awards.
  • Manage any proceedings or claims against outstanding debt.
- reconciling accounts regularly to avoid any build up of debt

  • Payroll_
  • Oversee the payment of all salaries and wages, including PAYE, Superannuation and National
Insurance Contributions. Compliance with regulations for benefits in kind.

  • Administering pension schemes for teaching and nonteaching staff.
  • Advising on the financial implications of the charitable status of the school.
  • Charities requirements_
  • Remain up to date with all Charity Commission Updates.
  • Ensure that the Annual Return and the Annual Report and Accounts are submitted to the Charity Commission on time

General Management and Administration

  • Compliance and Record keeping_
  • Acting as Clerk to the Governors and Secretary to various Committees.
  • In liaison with the appointed school HR consultant, ensuring compliance with all relevant aspects of employment law including employment protection, equal pay, minimum wage, Working Time Directive or discrimination on the grounds of sex, race or disability. To act as the Headteacher's adviser on employment matters, including disciplinary procedures. Ensure that the school has appropriate disciplinary and grievance procedures.
  • Ensure that legal and regulatory requirements are met by relevant policies and procedures for: o Recruitment o Health and Safety o Grievance and Disciplinary o Redundancy o Appraisal and Pay Progression
  • Ensuring that all staff have contracts of employment and keeping the school's standard contracts up to date as new legislation takes effect.
  • Ensure that recruitment, induction and required training procedures are carried out for all staff,
Governors and Volunteers in line with school policy, including DBS checks, references and any other regulatory requirements.

  • To maintain the single central record of the school
  • To keep the school's ISI records and portal up to date.
  • Maintain Staff HR files including staff absence and provide attendance reports to the Headteacher
  • The employment, terms and conditions of service, supervision and welfare of all nonteaching staff.
  • Formulating, monitoring and implementing the school's policy to comply with the requirements
