Our Digital Technology and Change (DTaC) is going through an exciting period of change within Reading Borough Council.

We are in the process of setting up a Portfolio Management Office (PMO) HUB which will be responsible for the:


  • Core PMO functions of providing consolidated, highquality, actionable reporting on programme and project plans, performance and risk from all perspectives, including schedule, finance, benefits, resources and organisational change
  • Collating, analysing and reporting on project/programme/portfolio plans and performance for boards and senior leaders
  • Collecting and collating information on DTaC resource allocation, capacity and forward demand to support decision making on resourcing by DTaC leadership, including both the allocation of resources and the sourcing (via HR or procurement channels as appropriate) of temporary resources
  • Assurance across the organisation's portfolio of change, acting as a "critical friend" to the organisation's leaders, helping them to ensure that the overall portfolio is:
  • Prioritised and sequenced to enable best delivery against the organisation's needs (as determined by the MTFS and Corporate Plan);
  • Coherent, so that the timing and sequencing of change makes sense, taking account of, for example: the impact of changes on Council staff, residents and other Council customers and stakeholders; programme interdependencies; contract dates; technology dependencies; dependencies on shared corporate resources;
  • Achievable, so that there can be confidence that the portfolio can deliver its committed benefits within its planned time and costs;
  • Structured and understood in a way that allows for the rapid and agile taking and enactment of decisions in the face of inevitable change
  • Management of the operational aspects of the team's role in communication of and training in project/change delivery to the wider organisation

  • Hexbox an extension of the Hexagon Theatre and the relocation of the central library to Reading's Civic Offices (£19m bid won)

About the role


You will be required to have for the PMO HUB Team Leader role the experience in managing and delivering core PMO functions which includes consolidated, high-quality, actionable reporting on programme and project plans, performance and risk from all perspectives, including schedule, finance, benefits, resources and organisational change.


You will lead a small team who will be responsible for providing administrative support to the DTaC service, to co-ordinate, monitor and report on Councilwide transformational and capital projects and programmes.


You will ensure the smooth operation of a number of Senior Boards as well as supporting the DTaC leadership team with information on pipeline management, portfolio progress reporting and resource planning/tracking.


The collection and analysis of data is a vital role of a PMO, where you will have the responsibility for managing the data and finding insight that can be used to improve projects and how they function.

Examples of the types of portfolios the PMO HUB will have responsibility for: Transformational programmes/ projects e.g.

Customer Experience Transformation Programme including implementation of our Case and Customer Platform, our wider Digital and Technology portfolio, support to wider Capital Programme delivery as required.
