Job summary:


Help to Grow:
Management (HtGM) is a high-profile flagship programme announced at Budget 2021.

The programme provides world class leadership and management training to support 10,000 senior business leaders to improve their productivity and drive their growth.

The programme combines a practical curriculum, with 1:1 support from a business mentor, peer-learning opportunities, and access to an alumni network at the end.

It is delivered by leading UK Business Schools and through a grant to our delivery partner, the Chartered Association of Business Schools (CABS).

HtGM is a DBT priority programme with significant interest from Ministers, HMT and external stakeholders.

It is a great opportunity to gain visibility with senior leaders and to have a real impact on small businesses.

You will be responsible for leading delivery in collaboration with our delivery partner, programme governance and reporting, managing the programme's finances, and briefing Ministers.


In your role, you will ensure that the projects you undertake are properly scoped out, evidence based, and properly implemented.

You will work closely with other parts of the programme such as the Mentoring and Alumni teams, analysts and PMO.

You will be flexible in relation to the needs of the programme and may need to pick some ad hoc projects as they arise.

Job description:


  • Management of the grant agreement, with quarterly review of performance to ensure the programme is meeting it's KPIs.
  • Governance, project management and delivery assurance, including ensuring CABS develop effective delivery process and systems and that these are embed across local business schools.
  • Ensure an effective HTG programme environment, working closely with the CABS PMO to ensure delivery of individual projects remain on track and reporting progress to the Programme Board.
  • Management of the £26m pa programme budget.
  • Lead engagement with a range of internal and external stakeholders, including our external Expert Advisory Council.
  • Lead on crosscutting policy work and briefing, including ensuring the programme is well aligned to the wider business support landscape, including all DBT programmes.
  • Line management of 3 SEOs.

Person specification:


Essential Criteria

  • Project Delivery and management skills.
  • Excellent written and verbal communication skills, including the ability to communicate complex matters to different audiences.
  • Analytical and numerical skills, and the ability to weigh up sources of evidence in order to formulate pragmatic options.
  • Proven track record of building effective relationships with different partners, influencing work and driving consensus across government and beyond.

Desirable Criteria

  • Grant Management experience.
  • Financial management experience.
  • PMO experience.

Personal Attributes & Skills
You will need to be able to manage multiple projects and take a structured approach to overcoming delivery challenges.

You will have strong engagement skills, be able to deliver through other people and ideally have experience in programme delivery.


You will be expected to:

  • Proactively lead this workstream.
  • Engage with businesses and stakeholders across Whitehall and externally to ensure the structure and design of the programme delivers their priorities.
  • Demonstrate strong project management skills to monitor progress and ensure timely delivery.
  • Work across a diverse range of different partners.
