County Hall, Oxford (The Council has adopted an agile working policy and it is expected that the role will be predominantly performed remotely for the foreseeable future.

The primary work location is usually County Hall, Oxford and you will be required to attend this location on occasion.)

We are seeking individuals who will play a key role in taking forward Oxfordshire's ambitious plans for bus service development, including the Enhanced Partnership Plan, Enhanced Partnership Scheme and Bus Service Improvement Plan (BSIP) as required by the National Bus Strategy, as well as the Council's own Bus Strategy as part of the Local Transport & Connectivity Plan (LTCP).

You will work in a team developing plans to deliver ambitious improvement proposals, working with a range of stakeholders.

About the role:


The Council is actively pursuing an ambitious strategy for public transport, backed by our new Oxfordshire Bus Enhanced Partnership and the outcomes of our BSIP.

You will lead on the production and evolution of the required documents for these, develop our bus strategy for the Local Transport and Connectivity Plan (LTCP) and work alongside our service planning team to identify opportunities to improve services, amongst other tasks as necessary.


You will have a leading role in the newly created Public Transport Team, working with the Team Leader and Operational Manager (Sustainable Transport) to ensure that Council and strategic partner priorities for bus services are developed, approved and progressed.

The role will be the technical lead within the Council in relation to bus service improvement and industry/partner liaison.

To thrive in this role, you will be a creative thinker and enjoy working with different people.

You will be someone with a genuine desire to promote public transport as the natural first choice for travel and who welcomes the ambition shown by Oxfordshire in developing the targets contained within its LTCP.


The role is within the wider Transport Policy service area whose function is to lead the Council's approach to strategic transport, including public and community transport.

You will be working alongside colleagues responsible for driving the direction of Oxfordshire's transport and developing new strategies, as well as locally-focused teams delivering other schemes around the county.


Essentially you will be at the heart of ensuring that cost-effective, quality public transport services are delivered across Oxfordshire and making sure that the outcomes of our Enhanced Partnership and BSIP can be realised.


About you:

You will be the perfect addition to our team if you:

  • are educated to degree level (or equivalent) and/or have significant experience in this area of work;
- have a significant track record of delivering complex technical or strategic work involving bus projects and related proposals;
- are able to demonstrates observance with the Council's values and behaviours;
- have excellent time management, with an aptitude for working autonomously, showing initiative, meeting deadlines for production of data, reports etc, but actively escalating issues in a timely manner where necessary;
- possess good interpersonal skills, with the ability to communicate clearly and effectively with a diverse range of people at different levels, both internally and externally, collaborating with others as required;
- can demonstrate an ability to clearly and succinctly present information in a variety of formats (including reports and using creative media) to a range of audiences;
- are able to confidently and professionally represent the council in meetings with the bus industry, Government bodies, parish councils, the public and consultant partners; and
- are adept at of using MS Office i.e. Excel, Word, Outlook and Teams.
