It is an exciting time to be joining the Mayoral Combined Authority.

We have a wide variety of exciting projects that we are working on which will help shape the West Yorkshire region.

n 2021 the £1.8bn devolution deal was secured for West Yorkshire.

This meant the first Mayor of West Yorkshire was subsequently elected, with Tracy Brabin taking up post in May 2021.

The devolution deal and election of the Mayor has enabled us to start to drive up living standards for local communities while tackling the climate emergency and helping to deliver our commitment to become a net zero carbon city region by 2038.


We currently have a vacancy for a Lead Programme Performance Officer to join our Employment and Skills Contracts & Performance Team


We are seeking to appoint an exceptional individual to lead an experienced team in managing the financial elements, internal and external KPI performance, as well as demonstrating the impact of funding for West Yorkshire residents.

The role will have specific responsibilities for the implementation of systems to manage and monitor the Gainshare/UKSPF funded Employment offer, and the Schools Partnership offer.

This will consist of a task-based assessment and interview, based on role profile.


The Role:


Reporting into the Employment and Skills Contracts Manager, your key responsibilities will include:

  • Provide day to day management of a team of Programme Performance Officers.
  • Manage allocated contracts in line with funding guidance and contract requirements. Develop and maintain effective contract management tools to monitor overall contract finances, performance, subcontractors, partner delivery and associated risks of multiple high value contracts.
  • Identify issues and risks affecting programme delivery and propose actions to address or mitigate these.
  • Ensure the accuracy of reports, contract evidence and funding claims.
  • Build mutual respect and trust with funders, partners and subcontractors.

About You: You will have the following key skills, attributes, education and experience.

  • Knowledge and practical experience of contract and project management methodologies, techniques and good practice.
  • Relevant and recent experience of developing, implementing, embedding and maintaining contract management processes and procedures.
  • Experience of directing team priorities and managing external influences to achieve targets.
  • Understanding of the contract management requirements of a range of funding streams
  • Excellent attention to detail and confidence using Microsoft Tools
