Transport Scotland is the national transport agency and seeks to deliver a safe, efficient, cost-effective and sustainable transport system for the benefit of the people of Scotland, playing a key role in helping to achieve the Scottish Government's Purpose of increasing sustainable economic growth with opportunities for all of Scotland to flourish.


The Smart and Integrated Ticketing (SIT) and Payment Programme delivers integrated smart ticketing, payment and Digital Transport Data (DTD) activities across all public transport in Scotland, covering national and regional schemes and projects, policy and legislative measures.

It aims to support climate change measures through increased use of sustainable public transport by modernising ticketing and payment services and improving public transport travel information.


This involves implementation of a number of significant technology and information projects, entailing technical integration with IT systems in co-production with multiple public transport operators, Local Transport Authorities, Regional Transport Partnerships and suppliers, ensuring that Scotland's smart, digital, data, payment and information travel systems are fit for purpose, for now and into the future.


Job description:


Reporting to the SIT Programme Manager, and leading a team of two within a matrix structure approach, a key purpose of the post is to provide technical leadership, intelligent client advice and assurance for the procurement, development and delivery, and ensuing operations, of the various smart projects and systems, including the concessionary travel schemes.


These smart solutions integrate with complex systems across public transport sectors and our national concessionary software, and the role oversees day to day management of their testing and compliance.


As technical lead you will have breadth of knowledge to be at the forefront of future-proofing, awareness of the constant evolution and development of the various ticketing systems and specifications, e.g.

the ITSO smart card system and other digital ticketing options (cEMV, HCE, id tokens etc) and encompassing multi-channel technologies and processing systems (ABT, TOTO etc) for delivery in the multi-operator, multi-modal environment of smart ticketing, payments and national concessionary travel in Scotland.


The post is also responsible for overseeing operational activity on the new DTD service for public and active travel data and journey planning purposes in Scotland, ensuring contracted deliverables are met.

The postholder will manage and act as intelligent client for the Programme and stakeholders interfaces on travel open data standards e.g.

GTFS, SIRI, NeTEX, NapTAN etc, supporting policy development.

The role is also key provider for technical input and assurance on these and digital ticketing, including Mobility as a Service pilots and the overarching Smart Delivery strategy.


Person specification:


Essential Criteria

  • Extensive experience of leading and delivering technical project elements within agile and / or waterfall project environments, including developing test strategies, plans and scripts, in a multi-stakeholder environment, ideally within the public transport arena.
  • Excellent knowledge of working with systems and standards in the public transport ticketing and payments industry (including current standard ITSO, as well as cEMV, bar / QR code, HCE etc) back office solutions and broker ticketing and payment systems (eg. HOPS, ABT, TOTO, BIBO, reimbursement solutions etc) as well as the supporting open data schemas (eg SIRI, NeTEx, TransXchange, NaPTAN, GTFS etc).
  • Ability to take complex technical information and breakdown into plain English for both internal and external stakeholders purposes, including presenting face to face and written documentation, for senior management level (including representation with Scottish Ministers and other key public bodies across the UK, suppliers, operators, delivery partners and as an ambassador at industry events).
  • Ability to work well within a matrix team structure, supporting skills development, sharing knowledge and providing value add to the SIT team and concessionary travel unit, maintaining delivery momentum and raising, and where appropriate resolving, RAIDs, understanding the wider impact of these on objectives.
