    Commercial Manager Job Description at National Highways

    We are seeking a Commercial Manager to join our Commercial and Procurement directorate in Manchester, with flexibility to travel for site attendance during construction phases.

    This role will involve protecting National Highways' commercial interests across Major Projects capital schemes, ensuring balanced and intelligent client support. You will aid excellence in commercial delivery, procurement strategy, funding applications, scheme budget management, contract administration, dispute avoidance, and performance management.

    Main Responsibilities:

    1. Evaluate Scheme Cost and value reconciliation to ensure accurate cost capture across all contracts.
    2. Assist in preparing scheme forecasts and associated risk profiles.
    3. Manage site-level change management, including Early Warning and Compensation Event production for the Client and supply chain as necessary.
    4. Lead regular cost and contract audits to ensure contractor compliance with contract conditions.
    5. Monitor actual costs against budget and prepare contract forecasts, identifying risks and opportunities to Capex budgets.
    6. Serve as a line manager and mentor to Assistant Commercial Managers, Graduates, and Apprentices, providing ongoing professional development support.

    Requirements:

    1. Hold a relevant professional qualification (RICS, ICE, or equivalent) to demonstrate integrity in managing scheme commercial delivery relationships using public funds.
    2. Demonstrate knowledge of NEC forms of contract.
    3. Experience in tendering and procurement using NEC forms of contract.
    4. Contribute to effective selection options to mitigate commercial threats and realize opportunities for predictable and sustainable development.
    5. Extensive experience working as a QS within a commercial function delivering value, preferably on civil engineering projects.
