Context
The aim of the British Council's English Programmes is to support the improvement of English language teaching and learning in formal and non-formal education systems.
- English Connects our global online engagement with teachers and teacher educators
- English and Empowerment formal and nonformal education with two strands: Language for Resilience and English for Girls' Education.
It delivers these programmes in country through policy advice, research and insight, and the delivery of grant, co-funded and full cost recovery contracts and programmes in 50+ countries in collaboration with UK and international partners, ministries of education, education and donor agencies.
This role is also part of the wider Cultural Engagement (CE) Operations function which comprises a global CE and Operations Team and a wider operations network with sector/sectoral roles to support and drive the implementation of the CE operating environment.
The purpose of the CE Operations function is to set and support an operating environment that enables CE to efficiently deliver the CE global business plan.
It focuses on enabling teams to embed ways of working, good practice, continual improvement and demonstrate compliance.Role Purpose
The English Programmes Operations Lead will drive the development of an effective and efficient operating environment within English Programmes that enables English Programmes to delivery its business plan, aligned to the Cultural Engagement (CE) global business objectives.
The postholder will manage operations activities in English Programmes including those focused on embedding the single assurance framework and global standards, achieving compliance against those standards, embedding good practice in programme and contract management, implementing the mechanisms developed for effective global workforce planning, building the capability needed to deliver the business and supporting continuous improvement.

Main Accountabilities
Strategy & planning
- Support development of the English Programmes business plan and quarterly business reviews.
Leadership & management
- Participate in the wider CE Operations network community of practice.
- Manage the annual priority work plan for activities within the English Programmes operations remit so that business objectives are realised in accordance with the overarching British Council strategy, global and sector plans.
- Manage global initiatives as agreed with English Programmes senior management, CE Operations and Regional English Programmes and Operations leads.
Relationship & stakeholder management
- Be an interlocutor to the Global CE Operations team, working with peers and colleagues across the Operations Network.
- Identify challenges/opportunities within corporate services and work with the Director Operations / Head of Operations to ensure progress.
Assurance and global standards
- Support the embedding of a culture of compliance within English Programmes, ensuring that the CE single assurance framework, corporate policies and procedures, global standards, operating guidelines, and local regulations are implemented, monitored, and maintained across the sectoral portfolio.
- Analyse and interpret data and insight on the quality of delivery, including monthly control check reports, using this information to share learning across programmes and projects and drive continuous improvement.
Global resource management
- Manage the gathering of insight and feedback on resourcing and workforce planning issues.
- Manage the development and implementation of the workforce planning solution for Cultural Engagement in English Programmes supporting the initiative, building readiness for change, and ensuring new ways of working are embedded and relevant systems data maintained.
