The Beyond Oil and Gas Alliance (BOGA) is a first-mover alliance of governments and stakeholders that are working toward a global, managed, and just phase-out of oil and gas production.

BOGA was launched at the 26th UN Climate Change Conference (COP 26) in Glasgow as the first government-led alliance committed to phasing out oil and gas production.

Its core members have committed to ending new licensing rounds for oil and gas and to Paris-aligned end dates for production.

At COP 27, BOGA announced new members and friends, launched a USD 10 million BOGA Fund to support developing countries in their transitions, and helped rally over 80 governments in support of the phase-out of all fossil fuels.

At COP 28, BOGA played a central role in delivering the first global agreement to transition away from fossil fuels.

BOGA's continued success depends on translating the UAE Consensus into action.

This means supporting BOGA members' ambitions, bringing new members into the Alliance, and ensuring that dependency on oil and gas production—and the barriers it presents for climate action—is elevated within international climate, energy, and economic dialogues.

BOGA's Fund is designed to provide analytical, policy and technical assistance to governments in the Global South that want to explore the risks of continued oil and gas development and the opportunities for alternative development pathways—with the aim of supporting requests for larger-scale, longer-term support from the multilateral system.

Expanding the Secretariat
The next round of Secretariat recruitment includes the three positions listed below, each reporting to the Head of Secretariat:

• Senior Manager, BOGA Fund
• Senior Policy Advisor, Transition Finance
• Manager/Lead, Strategic Communications

We are looking for skilled and ambitious professionals with a deep understanding of the political, economic, and social barriers to phasing out oil and gas production and with a track record of delivering effective policy and technical assistance in government and/or international organization contexts.

What We Need From You
This is a crucial role ahead of COP 29. The
Senior Advisor, Transition Finance, will work closely with the Head of Secretariat and the Secretariat team to

• Deepen BOGA's engagement with the public and private finance communities.
• Develop BOGA's role in unlocking largescale support for just transitions away from oil and gas.
• Identify intersections between the phaseout of oil and gas and wider multilateral finance reforms.
• Experience working directly with or within multilateral finance and/or international financial institutions, with an emphasis on climate change and/or energy transition.
• Deep understanding of the role of the IMF/WBG, multilateral development banks and relevant G20 and UNFCCC processes, including efforts to reform the multilateral system.
• Knowledge of the economic and fiscal implications of the transition away from fossil fuels and the policy options and financing available to oil and gasdependent economies.
• Substantive experience delivering research and dialogues and designing innovative solutions relating to climate and/or transition finance in the public and/or private sector.
• Evidence of developing and delivering strategic plans and processes that have mobilized finance and resulted in significant impact.
• Strong communication skills, including the ability to translate complex data into clear policy recommendations, and draft clear and actionable notes and briefings.

The BOGA Secretariat is currently hosted by the International Institute for Sustainable Development (IISD), an independent non-governmental organization with over 30 years of international experience.

IISD is responsible for the recruitment and administrative management of this position.
