Purpose of the Job

Specific Accountabilities

  • Staff are asked to be flexible in their approach to their work within the Directorate and encouragement is generally given to move across the Environmental Health service areas where appropriate. The Head of Environmental Health and Trading Standards may direct the post holder to carry out duties within other sections or work areas as necessary, and require a move to another section.
  • Main duties of the post are fieldwork on site including appropriate visits, enforcement activities and the relevant administration relating to the enforcement activities.
  • The inspection, surveying and assessment of premises, their processes and practices relevant to the Section, including specialist inspection duties relevant to the specific Section where the post is based.
  • Responding to complaints and enquiries relevant to the work of the Section.
  • Advising both the public and Council on specialist duties, enquiries and general issues of concern.
  • Providing specialist advice relevant to the work of the Section to all external and internal customers as directed by the Head of Environmental Health and Trading Standards or Public as detailed below; a) The issue, monitoring and enforcement of permits to industrial activities prescribed under the
Pollution Prevention and Control Act and inspection of the permitted activities.

b) The Review and Assessment of Air Quality throughout the Borough.

c) The provision and maintenance of the Councils air quality monitoring programme. d) Investigation of complaints of emissions including noise, vibration, dust, grit, fumes, gases, effluvia and odours from industrial & commercial premises.

e) Assessing proposed developments within the borough for their pollution potential and identifying appropriate means of removing or limiting the environmental impact.

f) Providing advice to the public, other council service areas and members on all environmental safety & health matters.

g) Control of domestic emissions of smoke under the provisions of the Councils Smoke Control Order.

h) Actioning issues concerning asbestos.

i) The inspection of commercial premises for which Dudley MBC are the enforcement authority regarding the enforcement of health, safety & welfare concerns.

j) The recording and investigation of notified accidents & incidents.

k) The investigation of complaints regarding working conditions at commercial premises.

l) The inspection of sports grounds in connection with spectator safety and the administration of relevant legislation.

m) The administration and enforcement of animal health and welfare provisions.

n) The inspection of premises and vehicles containing animals for the purpose of licensing and compliance with licence conditions and Codes of Practice.

o) The registration and inspection of skin piercing and similar practices

p) The carrying out of any other duties for which the Directorate is responsible that the Chief

Officer Health and Well Being or Head of Service or Public Protection Manager directs

  • Undertake the associated duties for public health functions that may be assigned to the post holder, including undertaking work within the remit of the Rabies Contingency
Plan.

  • Dealing with any other work which may be assigned by the Head of Environmental Health and
Trading Standards or Public Protection Manager from time to time.

  • To attend and give evidence in Court with regard to legislation enforced by the Section, including as necessary the supervision of officers and appropriate consultants who may assist in the discharge of their responsibilities.
  • To attend public meetings and committee meetings of the Council as required. To be available outside normal hours and be available for emergency call out as required.
  • To carry out enforcement duties as required by actioning all relevant legislation. This will include, when the officer is deemed competent under the authorisation procedure, to sign, where appropriate all relevant notices.
