Our Organisation

  • LRCFA is the governing body for football in Leicestershire & Rutland. We are responsible for leading and the game at amateur level, a sector widely referred to as 'Grassroots' football.
  • LRCFA is committed to making the game of football as safe and enjoyable as possible for all those involved. LRCFA works closely with The FA, the game's Governing Body, in order to ensure that all safety standards are met.

The Role

  • To significantly contribute to implementing and maintaining The FA's 'Safeguarding 365' Operating Standard for the County FA, and to drive safer practice in grassroots football.
  • To implement the County FA Safeguarding work, in line with national legislation, and The FA's Safeguarding policy, procedures, regulations, standards and guidance.
  • To manage Safeguarding and Child Protection concerns in a timely manner, and in line with FA requirements and guidance.
  • To support delivery of The FA National Game Strategy and Leicestershire and Rutland County FA (CFA) Business Strategy.
  • To comply with FA rules, regulations, policies, procedures, guidance and to support FA Safeguarding initiatives that are in place from time to time.

Key Accountabilities

  • Operationally be seen as the first point of contact for Safeguarding as well as being accountable for relevant areas of The FA's 'Safeguarding 365' Operating Standard for the CFA.
  • Track and ensure ongoing compliance with The FA's 'Safeguarding 365' Operating Standard for CFA measures, policies, and procedures.
  • Support the County FA Leadership Teams to take a dynamic and strategic approach to Safeguarding delivery with in the CFA, raising awareness and providing organisational support and direction to colleagues.
  • Use The FA Safeguarding Case Management System (ELSA) and other FA IT systems to monitor and record Safeguarding concerns and compliance in accordance with FA regulations, policies, and Data Protection legislation.
  • Deal with serious Safeguarding and Low-Level concerns referred to the County FA with a focus on timeliness and outcomes and line with FA policies, regulations, and guidance.
  • Provide training, support and guidance to Clubs and Leagues on how to manage Safeguarding complaints and Low-Level concerns effectively.
  • Manage and regularly engage with the Club & League Welfare Officer network (Youth, Adult, and Pan-Disability Teams), providing guidance to enable Clubs & Leagues to be compliant with Safeguarding legislation, mandatory FA Safeguarding requirements, additionally providing bestpractice guidance and education programmes when required.
  • Liaise with the Local Authority Designated Officers, Local Safeguarding Partnerships, Local Safeguarding Adult Boards Children's and Adults' Social Care Services, and Police Child Protection Teams, and develop and maintain strong relationships with other key internal and external stakeholders.

What we are looking for

  • Essential
  • Safeguarding qualification and/or relevant experience in a Child Protection, Safeguarding, or Welfare role. There is an expectation that the individual will have either a qualification and/or experience from a wider Safeguarding role or aligned profession, for example, a role with Safeguarding responsibilities in education, with the Police, the Probation Service, or as a Social Worker.
  • Clarity about what constitutes poor practice and abuse, and how to manage cases effectively.
  • Ability to deal sympathetically with people's emotions (e.g., upset, distressed) and be able to manage situations involving conflict and animosity.
  • Capacity to handle confidential data/ information sensitively.
  • Ability to promote safer practice and the importance of safe and fun football environments.
  • Outstanding teamworking skills.
  • Exceptional communication, interpersonal and influencing skills.
  • Effective prioritisation and timemanagement skills.
  • Knowledge of current Safeguarding legislation, policy, and practice relating to children and adults at risk.
  • Working knowledge of and/or experience of working in a designated Safeguarding role.
  • Experience of writing reports and compiling caserelated evidence and information.
  • Working knowledge of the roles of statutory agencies in Safeguarding children and adults at risk.
  • Experience of implementing policies, protocols, and guidance.
  • Knowledge of the structure and partner organisations within football, nationally, and within the County FA locality.
  • Desirable
  • Completion of recognised Designated Safeguarding Officer training at Levels 2 &
  • Safeguarding responsibilities, including overseeing the implementation of Safeguarding policies and procedures at a strategic level.
  • Effective presentation and facilitation skills.
  • Ability to deescalate heated and challenging situations.
