Programme Management To lead, manage and coordinate the delivery of Shared Care Record (ShCR) programme and the respective workstreams within that programme of work and the Vaccination and immunisation programme.

To lead the development and implementation of an articulate and highly complex robust long-term plan for the programme in conjunction with key stakeholders.

Manage programme controls, ensuring monitoring and control activities and performance targets are on track, ensuring that the intended benefits are achieved with outcomes maximised.

Engage key stakeholders both internal and external to the organisation throughout the process, identifying relevant milestones and interdependencies.

To produce, as required and to agreed deadlines, regular reports updating on progress and escalating programme risks and issues.

Present complex information about the programmes and dependencies to a wide range of internal and external stakeholders including NHS England in formal settings.

Deliver to agreed deadlines, the production of high-quality project documentation including robust communication plans. Responsible for delegated budgets as required, including the commissioning of relevant expertise or resources to support the programme.

To be responsible for reporting on mobilisation of the schemes including financial Mobilisation.

Manage communications lead to deliver highly Complex programme level communications to deliver a unified message through co-operation with partner agencies and stakeholders.

Ensure and maintain programmes governance framework in line with the organisations Quality Improvement Framework and associated policies and procedures. Work with clinical and corporate networks, developing relationships and engaging teams to ensure they are involved in improvement from the outset.

Leads and Manages Shared Care Record Programme Programme Delivery.

Receive regular updates on work stream progress and provides scrutiny and challenge where there is a risk to programme delivery against timeframes and targets.

Acts as trouble shooter, identifying challenges and resolving them where possible, before they become issues.

Support the executive sponsor, senior responsible officers, programme/project Leads, ensuring maximum efficiency of shared resources across the programmes.

Co-ordinate the analytical input into the programme ensuring that all the data collection is accurate and manipulated to ensure reporting requirements are met, improvement measures are identified and tracked, and benefits realisation reported to the appropriate forums.

Develop a deep understanding of inter-dependencies between programmes and facilitate the management or risk escalation of significant issues. Directly manages project managers, where applicable, including all line manager responsibilities.

Build strong relationships that support co-design and partnership with service users and carers ensuring they are shaping every decision.

Directly influence a range of stakeholders to ensure the timely delivery of programme, ensuring compliance with the Quality Improvement Framework and standards.

Ensure all risk management and quality governance aspects of service developments are in line with ICB policies, regulatory requirements, and legal frameworks.


Ensure that evidence is submitted to ensure that the programme is delivering fully and having the impact expected i.e., realising the intended benefits.

Oversee the preparation, and assure the quality, of internal and external reports and other documents relating to the programme. Escalate areas of concern or risk to the senior responsible officers and where applicable to The ICS Digital Board. Develop long term strategic plans and forecasts for a highly complex delivery programme, planning and adjusting the deployment of programme resources to meet programme schedules and adjust for any unforeseen circumstances.

Ensure evidence-based practice including innovative techniques for healthcare and nonhealthcare bodies are deployed where possible. Oversee programme level risks and issues and monitor timely and effective mitigation and resolution.

Service improvement and change Working with key stakeholders, identify where the ShCR can be improved and redesign clinical and care pathways.

Develop frameworks, policies and procedures as required for vaccination programme and the commissioning transition arrangements. User led Design.
