A bit about the role
:
The delivery of the agency's Transformation agenda is a key objective over the next 2 years.
Encompassing some £164m of development in core data, systems and process agency wide delivering benefits to both Homes England, Homes England colleagues and the wide range of stakeholders and customers we serve, it requires timely budget monitoring and management, and key finance advice and information at the point of operational decision making.
Working in as part of the Strategic Finance Team reporting to the Head of Financial Financial Planning, the Finance business Partner- Transformation will be responsible for providing independent finance support advice, challenge and information to the Transformation Programme. The FBP will work closely with stakeholders in particular the Project Management Office, Assistant Director Finance Transformation and the Transformation Senior Leadership Team providing options enabling the Transformation Programme and the wider Agency to meet its objectives by combining technical knowledge, commercial acumen and knowledge of the Transformation Programme's financial risks and opportunities.
The role will also take the lead in providing a high level of financial support to the Transformation initiatives, providing advice and challenge throughout the lifecycle of the projects/ programmes of activities, supporting the development of future business case creation and mobilisation, ensuring that future years are submitted and managed through ISC and TAP and main fiscal events are supported with high quality financial information.
The role is accountable for supporting the Transformation team to understand and develop a budget strategy and process, ensuring all teams and processes are compliant.

- Support the establishment of a financial strategy and compliance with it, ensuring that Transformation spend is robustly monitored and contribute to the compilation of budgets and forecasts at a corporate level.
- Work collaboratively with the Transformation team to provide multi year business plans
- Be a visible champion of roust management information and decision making; in conjunction with the core Transformation team, lead on the financial reporting validation and assurance of data.
- Provide an appropriate level of financial challenge and expert technical financial support, in compliance with accounting standards, guidance and conventions; the ability to bring in other specialist areas of finance is essential
- Provide collaborative support to the establishment of core operational processes and adherence to those processes and controls.
- Support the wider Finance team with delivering month end financial reporting requirements for Transformation, ensuring this month end work facilitates financial reporting for multiple purposes, including internal and external stakeholders.
- Attend relevant meetings within the Investment directorate ( eg SLT, stand ups)
- Manage the performance and development of direct report to achieve the key accountabilities and responsibilities

- Degree level qualification and CCAB professional accountancy qualification.
- Strong track record of provision of advice and challenge leading to demonstrable improvements
Essential skills/ Experience:
- Significant relevant experience in a technical or financial support role
- Good relevant technical accountancy knowledge
- Excellent analytical, data interrogation skills and report writing skills
- Experience of assessing and contributing to business cases
- Experience in budget preparation and monitoring
- Excellent financial modelling experience
Desirable Experience:
- Understanding of government finance and the central government fiscal cycle
- Knowledge of government accounting requirements
- Property/ housing sector experience
- Delivery of effective, timely and robust financial advice and information
- Regarded by key stakeholders as a key strategic support and advisor (evidenced by feedback from internal stakeholders)
