We are looking for an enthusiastic and self-starting individual to join our busy and high profile organisation - the Office of the Commissioner for Public Appointments (OCPA). The aim of OCPA is to safeguard the integrity and impartiality of government through independent regulation. This is an exciting opportunity to view how the government and the Civil Service operates from close quarters. You will work closely and collaboratively with the Commissioner for Public Appointments and make use of expert knowledge, analysis and judgement. You will be instrumental in ensuring that impactful decisions are made to uphold the values as set out in the government's Governance Code for Public Appointments.

The Office of the Commissioner for Public Appointments (OCPA) is based in the heart of Westminster and works alongside two other high profile independent offices: the Advisory Committee on Business Appointments (ACOBA) and the Civil Service Commission (CSC).

You will be a senior leader in a shared secretariat for all three independent offices that embraces flexible working in line with delivery of business objectives, diversity and inclusion.

We currently operate a hybrid working model that requires being in the office for a minimum of two days (will vary from week to week).

We are recruiting a Principal Adviser to lead a high profile policy area. The Commissioner and his office regulate appointments made by ministers in all departments across the UK and Welsh governments. These appointments are, mostly, made to the governing boards of public bodies.

Ministers make public appointments and have a high level of interest in the process and outcome of each appointment process.

As the regulator, the Commissioner upholds the standards and principles as laid out in the government's Governance Code for Public Appointments - including 'Fairness and Merit' - ensuring these principles are upheld throughout the process administered prior to being recommended for a ministerial decision.

The post holder will work directly with the Commissioner for Public Appointments, William Shawcross CVO, and lead the OCPA team that undertakes all aspects of regulatory functions.

You will also work closely with the Head of ACOBA and the Chief Executive Officer of all three organisations (Civil Service Commission, ACOBA and OCPA).

As a member of the senior leadership team you will, alongside other senior leaders in the team, provide direction and focus to the secretariat and play a critical role in shaping and delivering the wider strategy across the organisations.

OCPA strives to build strong relationships with its stakeholders; conducts Departmental audits and investigations; collects and analyses data to inform reports, champions diversity; and handles complex casework submitted by departments across UK government departments and the Welsh government.

These regulatory activities aim to provide members of the public with confidence and trust in the appointments process.

Public appointments are scrutinised by Parliament and the media/press and the post holder is required to have the ability to navigate sensitive and topical issues with integrity, attention to detail and confidence.

This role provides many opportunities to develop your leadership and influencing skills; you will also learn how to successfully manage a range of internal and external stakeholders - including Ministers and senior government officials.

The postholder will:
- provide visible senior leadership across the three independent offices;
- work collaboratively with the senior leadership team to build capability across all three organisations (Civil Service Commission, ACOBA and OCPA);
- line manage, develop and nurture members the OCPA team to support their talent to deliver the Commissioner's objectives and beyond;
- work closely with key senior stakeholders in and outside of government to:

audit departments against the government's Governance Code to ensure compliance against it, share best practice and promulgate lessons learnt;

- support the Commissioner to research and publish thematic reviews with evidence based conclusions and recommendations;
- draft and produce the Commissioner's Annual Report, which includes data analysis;
- promote OCPA as a centre of expertise in relation to the regulation of public appointments - delivering timely a
