Applicants should note that DBS has recently undertaken a review of its operational locations in the North West, and will consolidate all activities in Blackpool.

This means that DBS staff will move from both Walker House (Liverpool) and Cheadle Hulme in the late Summer of 2023 and initially relocate to Tomlinson House (Norcross).

A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.

As a result, all vacant DBS posts in the North West will be advertised at Tomlinson House (Norcross).

There is, however, an expectation that all DBS staff, irrespective of their agreed duty station, will travel to other DBS and/or MOD site(s), as required, to complete all necessary training and to participate in team or additional collaborative activities - detached duty terms may apply.

Terms of transfer have been negotiated for DBS posts relocating in the North West. DBS also supports Flexible Working, which can be discussed in more detail at interview.


Job description:


This an exciting opportunity to gain an overview of Programme Management and to be at the forefront of providing management information in support of DBS Transformation.


The role of the Programme Support Officer (SEO) covers a diverse range of activities to support the delivery of the programme's objectives.

The Programme Support Officer enables the smooth running of the programme by supporting the programme manager through the operation of programme management processes, and the co-ordination of business management actions and activities on their behalf Hybrid working is available.


Specific responsibilities include but not limited to:

  • Planning and Scheduling
  • Ensure systems are in place to enable effective planning and scheduling.


  • Monitoring and Reporting

  • Manage programme controls, reporting to the Programme Manager about the project status. Develop programme performance reports.


  • Admin

  • Ensure organisational tasks are carried out efficiently. Manage compliance of the project with Departmental Security, Health and Safety, Equality and Diversity, Business Continuity and Business Planning.


  • Resources

  • Lead a team responsible for identifying, developing and deploying resources. Manage workforce planning, providing information for effective decision making to the Programme Manager. Procurement of supplies and services related to programme support within Delegated Financial Authority limits.


  • Stakeholder

  • Manage and engage with a wide range of internal and external stakeholders. Draft and signoff correspondence.


  • Financial Control

  • Manage programme spend and contribute to the compilation of budgets. Contribute to programme & project business cases.


  • Risks and Issues

  • Lead potential risk areas, working with risk
